Abstract
La tradicional asociación entre urbanismo y municipio se mantiene en el ordenamiento español actual, pero fuertemente condicionada por la explosión urbana de las últimas décadas y la emergencia del paradigma ambiental en el gobierno del territorio. En este contexto, el artículo repasa las principales manifestaciones de la incidencia de intereses supramunicipales sobre el urbanismo —ya sean organizativas (como por ejemplo las agencias insulares o autonómicas de disciplina) o funcionales (como los informes determinantes o vinculantes de planeamiento de otras administraciones)— y destaca de entre ellas dos: las obras de interés general y los proyectos de interés general o regional, que a juicio del autor no son genuinos instrumentos de ordenación del territorio sino urbanismo supramunicipal, por lo que deben sujetarse a estrictos límites para no violar la autonomía municipal.
The traditional connection between urban planning and municipalities still rules in the present Spanish legal system, but it has been strongly conditioned in recent decades by urban sprawl and the rise of a new environmental paradigm. Within this framework, the article reviews the main expressions of the supramunicipal interests’ impact on urban planning —both organizational (such as the insular or regional disciplinary agencies) and functional (such as the binding reports on plans)—. It also stresses two: the regional or general interest works and projects, which in the author’s opinion, are not true instruments of spatial planning rather supramunicipal urban management that must abide by strict limitations protecting municipal autonomy.
