Accountability na prática do assistente social na área da infância e juventude

Abstract

O presente trabalho de investigação centra-se nos assistentes sociais inseridos nas Comissões de Proteção de Crianças e Jovens (CPCJ’s), cujo objetivo assenta em analisar como a abordagem de accountability se manifesta na prática profissional dos assistentes sociais e simultaneamente na organização e funcionamento das instituições. No que concerne à metodologia, optou-se por um estudo de carácter exploratório, utilizando métodos qualitativos, como a entrevista exploratória, aplicada a um assistente social com papel de decisor político, a entrevista semiestruturadas, a assistentes sociais que integraram ou integram as CPCJ’s e investigadores científicos. O tratamento de dados foi feito através de análise de conteúdo categorial. Dos resultados obtidos, podemos destacar que, apesar da verificação do parco conhecimento que possa existir sobre o conceito de accountability, os assistentes sociais conseguiram identificar, inconscientemente, alguns traços característicos desta abordagem, quer ao nível da sua prática profissional, como na organização e funcionamento da Comissão de Proteção de Crianças e Jovens. Não obstante aos condicionantes a que o accountability pode conduzir, existe um conjunto de mecanismo que podem ser implementados para conferir práticas profissionais mais responsivas, eficazes e eficientes e, simultaneamente, contribuir para o aumento de qualidade das instituições.

The present research work focuses on social workers in the Children and Youth Protection Commissions (CPCJ's), whose objective is to analyze how the accountability approach manifests itself in the professional practice of social workers and simultaneously in the organization and functioning of the institutions. Regarding the methodology, an exploratory study was chosen, using qualitative methods, such as the exploratory interview, applied to a social worker with the role of political decision-maker and semi-directive interviews to social workers who integrated or integrate the CPCJ's and scientific researchers. For data processing we used a categorial content analysis. From the results obtained, we can highlight that, despite the verification of the little knowledge that may exist about the concept of accountability, social workers were able to unconsciously identify some characteristic features of this approach, both in terms of their professional practice, as well as in the organization and functioning Commission for the Protection of Children and Youth. Notwithstanding the constraints to which accountability can lead, there is a set of mechanisms that can be implemented to provide more responsive, effective and efficient professional practices and, at the same time, contribute to increasing the quality of institutions.
