Educação inclusiva na escola básica e secundária de Santa Maria, Açores

Abstract

A presente pesquisa assume como questão de partida “Como é entendida e colocada em prática a educação inclusiva na Escola Básica e Secundária de Santa Maria, Açores?”. Pretende aferir se a instituição está preparada e dispõe dos recursos necessários para abranger, nas atividades letivas regulares, todas as crianças, cobrindo assim as suas diversas necessidades. Por conseguinte, o objetivo central é clarificar se a instituição está a praticar uma educação inclusiva e qual o entendimento dos intervenientes. Para tal, são identificados os conceitos-chave, a legislação que regulamenta a prática, as barreiras, as estratégias e os programas adotados pela organização no âmbito do programa específico do regime educativo especial imposto por lei na RAA. O estudo é de natureza qualitativa e a metodologia utilizada foi de carácter misto, sendo primeiramente realizada uma análise documental e posteriormente entrevistas semiestruturadas aos intervenientes do Núcleo de Educação Especial. Através destas técnicas, pretende-se identificar quais as barreiras e desafios sentidos, qual a opinião dos intervenientes acerca dos métodos utilizados atualmente e se estes estão adaptados ou não às necessidades dos alunos. Pretende-se ainda auferir se os recursos humanos e materiais são suficientes e quais as dificuldades de aprendizagem mais comuns nos alunos atualmente sinalizados com Necessidades Educativas Especiais. Os resultados obtidos permitiram compreender que cerca de 10% está referenciada, que existem algumas lacunas na instituição que atuam como barreira à prática de uma educação inclusiva, nomeadamente a falta de recursos humanos e materiais, falta de abertura, sensibilização e formação.

The present study assumes the following question "What is inclusive education and how is it put into practice in the Escola Básica e Secundária de Santa Maria, Azores?". It aims to assess whether the institution is prepared and has the resources to cover, in regular teaching activities, all children and their various needs. Therefore, the goal is to clarify whether the institution is practicing an inclusive education and what is the understanding of the stakeholders. The key concepts, legislation regulating practice, barriers, strategies, and programs adopted under the specific program of the special educational regime, imposed by law in the RAA, are identified. It has a qualitative nature and the methodology used was mixed, being first performed a documentary analysis and then semi-structured interviews. The interviews were conducted with the participants of the Special Education Center. Through these techniques, it is possible to ascertain results, such as what barriers and challenges are felt, what is their opinion about the used methods and whether they are adapted to the student’s needs, the human and material resources are sufficient and what are the most common learning difficulties in students currently flagged with Special Educational Needs. The results allow us to understand that about 10% of the students are flagged, that there are some gaps in the institution that act as a barrier to the practice of an inclusive education, namely the lack of human and material resources, lack of openness, awareness, and training.
