EISTEDDFODIC SCANDAL. I Gorsedd Said to have Violated an Immutable Law. In connection with the National Eisteddfod recently held at Carnarvon a grave scandal, according to a North Wales paper ("Y Genedl"), begins to agitate the public inlnd in that town. Several well-known names in eisteddfodic circles are implicated, one of them being no less distinguished a man than the arohdruid ("Clwydfardd"), and another the recorder of the Gorsedd, "Eifionydd," editor of the Welsh quarterly, "Y Geninen." Some will have it that the scandal is still more far- reaching in its consequences, and that even the reputation and honour of Royalty itself are affected. The case, we may say, forms a sequel to the proceedings at the aboye- mentioned eisteddfod. Our readers will re- collect that among the candidates for honours on that occasion were the Prince and Princess of Wales and the Princesses Victoria and Maud, who were initiated respectively as "Lorwerth Dywysog," "Hoffder Prydain," "Buddug," and "Mailt- It will be re- collected also that the Gorsedd where these distinctions were conferred was presided over by the wohdxuid acting in person, Now, one of the immutable laws of the Gorsedd is, one person one name. In other word*, the name conferred on a candidate within the sacred enclosure becomes his or her exclusive possession for ever, or, at least, the right of usage is extinguished only by the bearer's death. At Carnarvon, however, thie law is alleged to have been broken, broken by no less a dignitary than the Arohdruid him- self in conferring the name "Buddug" on Princess Victoria. Sometime in 1860. so the chronicles show, "Clwydfardd" presided at a Gorsedd ield at Den- bigh. On that occasion one of the candidates for Gorsedd honours was a young lady of the name of Price, or Pryse, daughter of the Welsh litterateur, "Gwerydd ap Rhys," who won the L100 prize at the Cardiff Eisteddfod in 1883. The lady wae introduced into bardic mysteries by the name of "Buddug," "Clwydfardd" himself setting the seal of his authority to the name. "Buddug" is still alive, and resides at Holy- head. She is a distinguished Welsh poetess and authoress of the words. "0 na bydda.i 'n haf o hyd," a song which is one of Mr. Ben Davies's favourites. It is for the Gorsedd to find its way out of the difficulty which itself has created. We hope this may be found, for we should be sorry to see suoh an ancient and honourable insti- tution as the Gorsedd ruined beyond recall and the veteran "Clwydfardd's" grey hairs brought down with sorrow to the grave, not to mention the disappointment which it would occasion a young and lovely Princess to be compelled to relinquish one of her dearest honours.

The sixteenth half-yearly ordinary general meeting of the Bute Docks Comaany was held at the company's offices, 12A., Queen Anne's gate, Westminster, on Thursday afternoon. From the ac- counts submitted it appeared that the balance available for dividend amounted to £ 72,845 16s. 4d., and that, after providing for interest on debenture stock and dividend on the Four per Cent. Preference Shares, there remained a balance of R32,845 169. 4d. The directors' report was approved and adopted, and a divi- dend for the half-year at the rate of 3 per cent. per annum on the ordinary shares, payable on August 15, was declared, leaving a balance of £ 2,470 16s. 4d. to be carried forward.

THE STEAM WHISTLE Invented bv a Dowlais Man Sixty Years Ago. Mr. T. Criswiek, Bridgend, writes:—Your paper has upon more than one occasion referred to the origin of the steam whistle. As for many years the inventor was personally known to me, and from his own lips I had particulars of it, 1 will endeavour, with your assistance, to place the circumstances upon record. I cannot give the exact date: it was, I believe, very early in the thirties that Adrian Stephens (who was a Comishman) was engineer in charge of the blast engines at Dowlais, having been previously with the Messrs. Hill, at Plymouth Works. At thai time one of the steam boilers there exploded. It w&s supposed to have been short of water, and Mr. Guest asked, "Can't you scheme something to give notice when the water is getting low?" From the reply and subsequent remarks Mr. Guest had one of the pipes from the organ in Dowlais House and sent it into the works to Stephens. The latter thought of a. float, and as sound was caused by a partial opening in the circumference of the pipe, deduced that it would do so if the open- j ing were all round, and as the construction was easier in that form, he adopted it. It is only justice to Stephens to say, however, this was only a part of the scheme; his arrangement for the float, &c., has never been excelled. Amongst my papers I have a drawing'of the arrangement made under his supervision. If of interest it wo\ild be sent you some day. Hie float itself was not Stephens's idea—he must have been aware of its use for the regulation of feed water previously; but the adaption for .the purpose of a signal certainly belongs to him. Pray understand it wa.s an automatic contrivance, and that for efficiency ;md sim- plicity it has never been excelled. Just about the time Stephens was doing this, the Dowlais Company had a planing machine, a treadle drilling machine, and a screwing machine from Messrs. Sharp, Roberts, and Co., t-hen of Atlas Works, Manchester, and the men 'illO were down to erect and start the machines, or Mr. Kichard Roberts himself, took the tde.i back to Manchester, and. applying a cock to be opened by hand instead of the automatil' arrangement, the whistle, as it yet exists, was fully developed. Poor Adrian Stephens !—this was not the only thing lie schemed—left Dow- lais and went to the Penvdarren Works, and, subsequently, became reduced. That good man. the late Anthony Hill, very materially assisted him afterwards; but it is a painful matter, and I forbear to dilate upon it. It sometimes! occurs to me, sir, what would railways do if the whittle had never been evolved. And there is that other matter, What is the difference between invention and adaption? Others may decide as to these, but I have stated the facts as regards the steam whistle.

A meeting of the amalgamated, committees of the Mumbles Rowing and Skill Clubs was held at the Ship and Castle Hotel, Mumbles, on Wednesday to consider what steps should be taken with the view of holding a regatta at the Mumbles this year. Mr. John Howell presided, and amongst those present were M, ff-is. Fred C. T. Naylor (clerk Mumbles Lc al Board), Wm. Mason (captain Mumbles Rowing Club), Clifton Bennett (secretary Mumblee Skiff Club), Wm. Bennett, Sydney Burgess, Cumming Evans, and others.—It hav- ing been unanimously agreed to hold a regatta. Messrs. W. Mason and C. Bennett were elected co-seoretariee, Captain David Evans conductor of 'longshore sports, and Mr. David Beynon sailing director.—Mr. Clifton Bennett said he wculd like the press to take cognisance of the fact that the regatta was not being organised in an antagonistic spirit to the Swansea event- j and, further, that the Mumbles Committee WHS willing to do anything in its power to assist the mayor of that town in his efforts to make the forger event a success. fie also wished to gwe an emphatic denial to the alle- gation that the skiff racing, which was a pro- minent feature of the regatta, TO not -on. tested fairly, because of the fact that the com- peiitrrs afterwards divided the prizes between them. Mason announced that Sir John Jones Jenkins had subscribed o5 towards the regatta, and that Mr. George Hemmen, superintendent of the Mumbles Rail- way, had promised a grand display of fire- works in barges lent by the Swansea Jiitour Trust.—The date of the event (August 30: liav. ing been decided upon, the question of allowing centreboard crafts to compete in the race's wao discussed at considerable length, a proposition being made to exclude such boats from entering. This, however, was negatived, and it was agreed that the races be conducted in the ordi- nary way.—A vote of thanks to the chairman tei minatcd the proceedings.

A Reuter's teleg-ram from Perth en Thursday saya :—The Government has received official information from the Warden of Coolgardie that a wonderful discovery of gold has been made at a point situated some 40 miles north of that place. The reef outcrops for a distance of half a mile. The warden says he has Just seen at the offices of the loca.l branch of the Union Bank of Australia about 4cwt. of specimens, which the manager estimates to be richer than the speci- mens from the Londonderry Mine. The warden estimates the weight of the gold as more than half the total weight of the stone, so that there are about 2cwt. of gold in the specimens at the bank. _——

ANTI-GAMBLING CRUSADE. Some Strictures by Mr. Justice Matthew. The "Pall Mall Gazette" say I'; :-Some words of "plain .'nmmon-sense were addressed by Mr. Justice Mathew on Wednesday to Mr. Haw»e and Ins Anti-Gambling League. He rejected, on sufficient legal grounds, what was in eifect their appeal against the Northampton magis- trates' derision to dismiss the summons against the lessees of the racecourse. It was not proved that the defendants had any knowledge of the betting that undoubtedly went on within their premises—that was the opinion of the magis- trates who heard the evidence, and it was no)* for a judge of the Queen's Bench to go behind it. lie hinted, too. that the league were only gambling a way their money themselves over these sporadic prosecutions. If they wanted to "put down gambling," they must go to work boldly and thoroughly. They must ask Par- liament to pass a. general and comprehensive Act which would put the law as to wagering on a logical and intelligible basis. The Ant5- Gamblers should make up their minds how far they are prepared to go. It is one thing to deplore and dene mice the vye; it is--a.net.her thing to prohibit it by law ai>3 to punish those who practise it. Nor is it fair to lay penalties on the bookmakers and to let the bettors go free. If a wager is to be made illegal, than the backers must be fined or sent to prison as well as the layers. Or if Mr. Hawke and ius friends are not prepared to be logical, what concessions will they make to human weakness If they would abolish the bookmakers and bet- ting agent. would tliey establish the pa.ri mutuel? The revenue derived from the French tax on this particular form of demoralisation has, it is stated to-day, brought in a sum of 10,000,000f. for the first, seven months of the year. The proceeds are devoted to charitable institutions, and the philanthropists do not seem to find that "the money has an evil savour."

The case has been adjourned from time to time in order to obtain witnesses from America, and these again not being present, Jacquess was formally remanded.

TO THE EDITOR OF THE EVENING EXPRESS" Sir,—May I through the columns of the "We-tern Mail" call the attention of those responsible to the present deplorable condition of the Sophia Gardens. Things have, seem- ingly, been neglected for a considerable time until now the gardens present anything but as lovely run appearance as they might. Sitting accommodation has almost disappeared; the fountain never plays, while instead the basin is filled with gravel and a few inches of dirty water,- on either side of the main avenue, where, owing to the roughness of the path, people now constantly walk, the grass has been altogether worn away, and larger and larger pools of water are accumulating; and finally—for the present—the border of stones which once surrounded the "pond" has erone, creating by its absence a source of danger to children, for whom, by the way, there is no protection whatever afforded. This sheet of water is, indeed, in a sad state, for not only has .the water encroached several feet here and there over the surrounding footpath, but it is aJ, times covered with a thick ill-smelling siimft Now that Roath Park has provided such a macmificent lake for the people of the other end of the town, it is,surely, not too much to atek that what little this district has should kept— "s it easily mitrht—in a pleasing con- dition. Buried Chests of Gold. e SEARCHES FOR PI RATES. HIDDEN TREASURE. rhe Story of a Big Find on the NeW England Coast and a Woman's Greed. The traditions of treasures buried by tho pirates Kidd, Lafitte, and Blackbeard gave Bi -omantio interest to the Atlantic coast from Massachusetts to Georgia. Thousand* of ma liave searched for those buried chests of gold, but there is authentic record of one or two "finds," one on the New England coast and the other in Virginia. The latter case is said :o have furnished Poe with the foundation ofi lis story of the "Gold Bug." The facts are, briefly these: —In the Atlantic Ocean, lying, )ff the Virginia. Coast, there are two or three; leavily-wooded islands. One of these was tho resort of Blackbeard, and was called by his IUlllle-Teacih. A neighbouring island belonged a century ago to a wealthy woman on the main- land. It was a wilderness which never had been inhabited, but by foxes, wild ducks, and Dther game. A trusty old slave, Ben, was placed by her in a cabin on the beach to bring her occasionally game and fish. One day,; while walking on the sliore, Ben saw a yellow gleam in the sand. It came from a gold coin. He searched breathlessly along the beach and found a rusty iron box, one end of which had fallen out. Within was a heap of coins, with: crosses and silver crucifixes. The old man went to his cabin and brought an empty salt-, bag, which he filled with the coins. He then: dragged a. heap of brush over the chest to con-, ceal it, set up a broken sapling to mark the place, and started for the mainland to give the treasure to his mistress. Tradition says that Mrs. Hetty was a hard, suspicious woman, and that when the trusty old negro gave her the mass of coin her joy Wal" equalled by her terror that he would rob her of the great treasure which he had left behind. A heavy storm raged for five days. It was impossible for her to make the voyage to the island in an open boat, and she would not trust Ben, nor even hep brother or son, to go without her. At the end of a week the sea was ca.lm enough for her to cross. but the sapling, the brush, and the chest had disappeajed. An unbroken stretch of sand covered the whole coast. Ben could not, find' the spot then nor never after. His mistress, it is said, kept him at the search as long as he lived, aiding him herself, but in vain. Some of the gunners who have visited the island, have also searched for Mrs. Hetty's chest, but it never has been found. Nothing is certain, but the fact that the bag of coins wis brought to her. and that the touch of the gold and her suspicions and greed made her life wretched to the end. The poor fishermen of the coast understand the moral of her story. When any of their number grows avaricious they say thai he has "rubbed his hands against -Mrs. Hetty's iron chest. '-«"-

CARDIFF MUSICAL SOCIETY, Seme Important Prospective Arrange* ments. From the prospectus of the Cardiff Musical Society for the season 1834-95 (which has just, been issued) it is evident that the society is determined to sustain the high reputation it has already earned. Although the new policy inaugurated by the society in 1392, of pro- ducing the most interesting and modern works in the most elaborate manner, did not at first; meet with financial success, the society is full of hopefulness that perseverance in this direction will eventually be justified by the requisite public support. The "Messiah," which has now become an annual performance of the society, will be produced as usual on Boxing Day, December 26, but will no longer constitute one of the three subscription con- certs. It has also been arranged to develop the orchestral side of the society. At the first concert, the "Elijah" (arranged for December 5), Mr. Norman Sairui nd, one of the leading English baritones, will appear as the Prophet. The seoond concert, on Feb* ruary 20, 1895, will be conspicuous by two exquisite short choral works and for the un- finished symphony of Schubert, which will be jerformed for the first time in Cardiff. The committee have been signally successful in being able to induce the eminent composer, Mr. F. H. Cowen, to pay a visit at the third concert, on April 25, 1895, to conduct the performance of his "Sleeping Beauty," while at the second concert the Danish vi*>- linist. Mil's Frida Scott a. one of the mlfit brilliant violinists of the present da.v, w.Il make her first appearance in Wales. It will be seen from the particulars given above that the prosoective arrangements of the societjl are worthy of the society and the town.,
