Monsieur Riviere, the some time famous conductor at Covent Garden Theatre, was amongst the audience which thronged the Vic- toria Palace at Llandudno on the occasion of the visit of the Welsh Ladies' Choir. At the close of the concert the venerable musician said that he had not enjoyed such excellent singing for many years. Election addresses are pretty varied in character, but one of the candidates at Car- marthen has struck an original idea. His placard is the usual size, the top lines are the same, and the signature and imprint show DO new departure. But the body of the address is simplicity itself. During his visit to Llandudno the ex-Premier was waited upon bv several local gentlemen, amonsrst whom was the Rev. J. Spinther James. The latter inci- dentally mentioned the fact that the Welsh ladies were about to visit the town, and Mr. Gladstone expressed a warm desire to witness the performance of the choir, of which he had- heard so much. After some conversation the G.O.M. said he would go to the concert unless some unforeseen event prevented him. Un- fortunately, the unforeseen happened. He was called away from North Wales on the Thurs- day afternoon. The Welsh Ladies' Choir met Mr. and Mrs. Gladstone on the platform at Llandudno Junction. CARDIFF FREE LIBRARIES. Invitation to the Libraries' Assooiation to Visit the Town. A meeting of the Cardiff Free Libraries Com- mittee was held on Tussaay evening in the Cardiff Town-hall, Councillor Edward Thomas presiding.—Mr. Ballinger reported that the Libraries' Association, which bad been invited to Cardiff for the year 1395, and which had at th,t time refused the invitation on the ground tha.t the holding of a national conference for that year was under consideration, had com- municat-edwitb him that the proposed confe- rence ha.d fallen through, as the association, who would, of course, have been the principal supporters of the conference, were not able to send their delegates until 1896.—Mr. Ballinger thought they should thereupon re-invite the association to Cardiff for next year. He said that when tbe association was invited to a town it was usual for the authorities of the college to join the library authorities in the work. In order that the committee might have some information as to what action the Univer- sity College in Cardiff would take, he (Mr. Ballinger) had communicated with Principal Viriamu Jones on the subject. He had received a reply from the principal expressing the greatest sympathy with the library committee and in total accord with the undertaking.—It was resolved that the invitation be sent to the association to visit Cardiff next year, and that the college authorities and corporation be also asked to assist them in the movement. If he had his own way he would be for re-introducing it in very ron"ll the same full-blooded form in which it appeared last session. But even he has had to bow to authority, and Mr. Gladstone is said to have counselled moderation in enforcing the Gospel of Spoliation, which at least is in agreement with some portion of the paragraphs last week which produced ,such contradictions in the Tuesday evening pa]>ers. Acix>rdingly, the Bill of next year is expected to be very much toned down, and to be assimilated to a great extent to the Irish Church scheme. Naturally this is not pleasing to Young Wales; but, though they will make as much noise as pos- sible, the Welsh Radicals will prove very thankful for what they can get"

To that appointment per se they had no right to object, nor to question the wisdom of the council in doing so, but they pom ted out that no suggestion had ever been made by the members of the corporation or anybody else that they had failed in any one instance in efficiently and economically carrying out the 'instructions they had received. For 30 voars and upwards they had admittedly car- ried on all branches of practice and agency to the satisfaction of their clients, whether public bodies or private persons. In their self-defence and in protection of their own professional credit, which hitherto had not only been unscathed, but unattached, they nere driven to ask the reason of the resolu- tton—The Mayor said he did not think it was rit-ces:;a>ry to go into the questions contained in the letter. They had fully considered the matter and had some to a decision.—Mr. E. ENTERPRISE AT CARDIFF. Spillers Nephews' Biscuit Factory to be Built at Once. We understand that at a meeting of the directors of Spillers Nephews' Biscuit Com- pany (Limited), held at their offices ou Mon- day, the tender of Messrs. W. Symonds and Co.. of Cardiff, for the erection of the new factory to be built in Moorland-road. Cardiff, was :WCo8pted. Thirteen tenders were received, ranging from £ 24,COO down to £19,b37, which was the amount of the accepted tender. We are informed by the architects, Messrs. Yea 11 and Saut, that the work is to be proceeded with at once, and that the contract now Jet to Messrs. Symonds and Co. comprises a com- plete set of buildings for carrying on a large and extensive business, in which several hun- 'o dred hands, including a large proportion of women, will be employed. It is anticipated the whole work will be completed in from tiina to twelve months if the coming winter is an open one. Architecturally, the new block of buildings will be of an imposing character, with a frontage of about 310ft. to Moorland-road and 150ft. to the Great Wes- tern Railway. Broad effects of colour will b9 secured by the use of buff and red pressed bricks and green slates. The fenestration has been carefully considered with a view to obtaining architectural effect and originality without any lavish display of ornament.

A CLERGYMAN ACCUSED OF PERJURY. The Rev. W. Fraser, rector of Offham, near Maidstone, was on Monday summoned before the Mailing Police-court on a charge of per- jury. The allegations were that defendant, whose affairs are in the Bankruptcy Court., ob- tained loans amounting to £ 100 from the Clerical and Medical Advance Bonk by making a declaration before a Commissioner for Oaths that his debts did not exceed JB120, whereas he owed Sir Edmund Elton upwards of £1.000. The declaration stated that, the furniture was worth £300, and this was afterwards sold for £ 28.—The accused was committed for trial. 4k

FAILURE OF THE HON. MRS. COWPER. At London Bankruptcy Court on Tuesday the creditors of the Hon. Mrs. J. M. Cowper, widow of the Hon. Charles Spencer Cowper, son of Earl Cowper, met, a receiving order having been made on the creditors' petition. Debtor states tha.t at her husband's death she succeeded to heavily encumbered Iriah properties. She further charged the estates to pay her husband's creditors, and, owng to land depreciation in Ireland, she new received no income from the property. The aocounts show a deficit of nearly £ 55.000—The meeting was adjourned.

The "Berliner Tagblatt" of September 26 says :-Aclvioes received from Professor Von Eulenspiegel and party state that in delving among the ruins of ancient Tyre there has been unearthed what seems to have been the workshop of an ancient armourer or "waffen- sor, irndt," with a quantity of sword blades ia different stages of manufacture, though badly corroded. A copper cylinder with a close fitting cap was found among a pile of dry rotted wood, evidently th& remains of an arm-chest, the brass nails and copper bands of which had retained their original form. This cylinder contained a parchment inscribed in ancient Syriac characters and in a fair state of preservation. The professor, after months of close study, has pronounced it an extraor- dinary discovery—one calculated to cast much light upon, the heretofore mysteries of the ancient craft of weapon-making, giving in detail the methods followed in. making thf perfect Damascus blades. The manner ol tempering these blades when intended for a. ruler or an ofhoer of high rank was a-s follows:—"Let the high dignitary furnish in Ethiop of fair frame and let him be bound down, shoulders upwards, upon the block of the god Bal-hal, his arms fastened underneath, with thongs; a strap of goat skin over his back and wound twioe around the block; his feet close together, lashed to a, dowel of wood aini his head aud neck projecting over and beyond the end of the block. Then, if with one swing and one stroke of the right arm of the master workman, it sever the head of the slave from his body, and display not nick nor crack along the edge, and the blade may be bent round about the body of a man and break not, it shall be accepted as a perfect weapon, sacred to the service of the £ "xl Bal-hal, and the owner thereof may thrust it into a scabbard of asses' skin, brazen with brass, and hung to a girdle of camels' wool dyed in the royal purple."

A lad named Powell discovered on Mon- day evening the dead body of a man near » railway bridge in the vicinity of Pwllywhaid, which lie.? at the rear of the old Dowlais Works and opposite Penydanen. Hall Headley, proprietor of a colliery in the neighbourhood of Swansea, who was one of1 the candidates presented for nomination at the i meeting of the Swansea District Liberal Asso- ciation at Iseatli on Saturday last, and whose iia-Ine was struck off the list of possible caadi. dates as the result of a ballot, lias issued a' placard stating that he will address the electors of the constituency at Neath, Skewen, and other plaoes in the division before the end of Decem- bar. This means that Mr. Headley has: decided not to recognise the decision of the, Lioeral Association, and that he will attempt t to secure the seat on independent lines. Mr., Headley has a strong supporter in the person of Mr. Isaac Evans, the miners' agent, who has promised him the support, of all the miners in the division. Mr. Headley is also very popular with the colliers. There is considerable con- sternation in the ranks of official Liberalism At this development of the situation.

LADIES AND SHERIFF'S OFFICER. Mrs- Georgiana Griffiths, a lady livinjr in a larere house at Kinjrston-on-Thamos, and her daughter. Margaret Griffiths, aged sixteen, were remanded on bail at Kingston on Tnesday charged with threatening to murder a sheriff's officer. The allegation was that the accused, after ejecting a sheriff's officer and his assistant, held the situation subsequently with two empty revolvers. The sheriff's officer, however, suc- ceeded by stratagem in entering the house with eight men, when the ladies were overpowered and disarmed.
