Title: Trabalho e Parentalidade: Um estudo sobre a acomodação e custos da maternidade e da paternidade para os indivíduos e as organizações

Abstract: O aumento da participação das mulheres no mercado de trabalho, é acompanhado de uma maior exigência na definição dos termos da igualdade de oportunidades e de tratamento de mulheres e homens no mercado de trabalho, assim como de necessidades crescentes em termos de modalidades de trabalho flexíveis e de regimes de dispensas e licenças. Considerando que cada vez menos mulheres interrompem a sua actividade profissional quando se tornam mães e cada vez mais homens usufruem dos seus direitos de ausência ao trabalho para se ocuparem da família, o modo como o mundo do trabalho acolhe, especialmente a maternidade e a paternidade, surge como uma questão central. Com este estudo, procurámos analisar, não só as condições de acomodação dos regimes de protecção da maternidade e da paternidade nos locais de trabalho, e os custos (materiais e imateriais) da parentalidade para os indivíduos, mas também o peso que os custos da parentalidade representam para as organizações que empregam as mães e os pais. Do ponto de vista metodológico, a prossecução destes objectivos implicou o recurso a uma diversidade de contributos teóricos, e compreendeu a condução de entrevistas individuais com 192 mães e pais trabalhadores/as, a realização de um estudo de caso em empresa de média dimensão, e a análise estatística dos dados relativos a Portugal contidos no Painel Europeu de Agregados Domésticos Privados (PEADP). A análise dá-nos conta da importância dos recursos institucionais (como seja a legislação de protecção da maternidade e da paternidade) para converter os recursos individuais em fontes de legitimidade, potenciando a alteração das normas nas famílias e nos locais de trabalho. Todavia, constatamos que para a efectividade dos preceitos legais de protecção da parentalidade, isto é, para que se convertam em capacitações e liberdade de acção, são também determinantes certos processos e factores de conversão, como sejam os relativos aos efeitos da cultura organizacional e aos valores e representações sobre mulheres e homens e sobre os papéis materno e paterno. Para muitos pais e mães entrevistados/as, as ausências do trabalho para atender às responsabilidades familiares geralmente não são ‘bem vistas’ pelas entidades empregadoras, que frequentemente vislumbram nessas ausências manifestações de falta de comprometimento em relação aos objectivos da organização. Por outro lado, as asserções sobre o tipo de pessoas que mais usufruem das prerrogativas associadas à parentalidade, suscitam atitudes adversas à contratação de mulheres e maiores penalizações nas suas carreiras profissionais. O efeito da redução salarial que a maternidade implica para as mulheres que foram mães mais cedo detectado no nosso estudo, e que não é verificado em relação aos homens que são pais, não é alheio às fortes implicações que a acomodação da parentalidade, particularmente da maternidade, tem na gestão e organização do trabalho nas organizações, e que coloca as mulheres, enquanto principais utilizadoras das prerrogativas de licenças e dispensas do trabalho, em situação de desvantagem no mercado de trabalho.
The increase in women’s participation in the labor market is associated with greater demand in defining the terms of equal opportunities and treatment for men and women in the labor market. Furthermore, there is a growing need for flexible work arrangements and leaves policies. Considering that less and less women suspend their professional activity when they become mothers and that more and more men use their rights of leave of absence to take care of their family, the way the labor world takes in motherhood and fatherhood is a crucial issue. This study intends to analyze, on the one hand, the accommodation conditions of maternity and paternity protection policies in the work place and the (material and non-material) costs of parenthood for the individual. On the other hand, it also focuses on the weight that parenthood costs represent to the organizations that employ mothers and fathers. Methodologically, many diverse theoretical sources were drawn and 192 interviews with working parents were conducted. In addition, a case-study in a middle-sized company and the statistical analysis of data on Portugal (gathered from the European Community Household Panel - ECHP) were carried out. According to this analysis, institutional resources (such as maternity and paternity protection legislation) are very important to convert individual resources into sources of legitimization. In this way, the change of the norms in families and working places may be boosted. However, the effectiveness of the legal regulations of parenthood protection, i. e., so that these regulations may convert into capabilities and agency freedom, is dependent on certain conversion processes and factors related to the effects of the organizational culture and to the values and representations of women, men and of the roles of mother and father. According to many interviewees, missing work to attend to family needs is generally not regarded favorably by employers, who often interpret these absences as demonstrations of lack of commitment towards the organization’s objectives. On the other hand, the assertions about the kind of people who most use the rights related to parenthood provoke attitudes disadvantageous to hiring women and promote heavier penalties in their professional careers. The accommodation of parenthood, especially of motherhood, has serious implications in the management and organization of work in companies and results in the reduction in the wages of women who were mothers earlier on, but not in the wages of men who are fathers. This situation puts women, who are the main beneficiaries of the work privileges of leaves of absence, in serious disadvantage in the labor market.
