한국지방자치 재조정을 위한 시론: 미국과 일본이 주는 교훈과 시사점

Abstract

이 글은 종래 지방자치 논거의 한계를 밝히는 것으로 시작하여, 미국과 일본의 자치경험을 고찰하여 그로부터 시사점을 도출하고, 향후 한국지방자치개편의 방향과 대안을 제시하는 것을 목적으로 한다. 미국으로부터는 지방정부 유형의 다양화, 특별자치구 설치, 협력적 정부간 관계, 재정통제의 교훈을, 일본으로부터는 지방정치와 지방재정의 건전성 유지 등의 교훈을 받을 수 있었다. 향후 자치 개혁의 대안으로는 1)지방정부유형의 다양화, 2)행정구역의 합병과 조정, 3)지방재정지원방식의 다양화, 4)협력적이며 창의적인 정부간 관계 정립, 5)정당의 지방지배 방식의 조정 6)자치기반으로서 공익형 NPO 참여기제 마련 등을 제시하였다. This study begins with a discussion of the limitations of the existing logic of institutional local decentralization: democracy, efficiency, competition, and diversity. Then it reviews the practices and the experience of local autonomy in the United States and Japan, and takes some original lessons for the reform of Korean local autonomy. Diverse types of local governments, mergers of small governments, competitive financial funding, creative and cooperative intergovernmental structures, decreasing the intervention of political parties, and the active participation of NPOs are suggested as prospective alternatives.
