정부관료제와 민주주의: 정부관료제의 책임과 통제 확보를 통한 조화의 모색

Abstract

20세기 중반 이후 정부관료제가 막강한 권력을 배경으로 정치적 기관으로서의 역할을 수행하고 있음에도 불구하고 의회나 정치저거 집행부가 이를 제대로 통제할 수 없는 현실은 정치적 민주주의와 관련하여 많은 논란을 야기해왔다. 본 연구에서는 정부관료제의 책임과 통제 확보를 통해 관료제와 민주주의 간의 조화를 모색하는 여러 제도적 방안들의 논리적·현실적인 가능성과 유용성 및 한계를 이론적으로 검토하고, 정부관료제의 정당한 역할(legitimate role)을 규명한다. 본 연구에서 검토된 관료제 통제의 제도적 방안들은 관료들의 자기이익 추구활동과 재량을 허용하되 그것이 사회전체의 집합적 이익에 기여할 수 있도록 하는 접근(①대표관료제, ②다원주의적 조직편성, ③시민참여, ④성과주의 인사)과 관료들의 자기이익 추구활동과 재량을 제한함으로써 정부관료제와 민주주의의 조화를 추구하는 접근(①관료행위지침 정교화, ②엽관인사, ③민간위탁)으로 구분된다. 본 연구는 정부관료제의 역할 증대가 민주주의 이념과 본질적으로 상충된다고 보거나 정부관료제를 사회적 부담으로 간주하는 기존의 가치전제에서 벗어나, 정부관료제를 사회문제 해결을 위한 유익한 사회자산으로 적극 활용하려는 인식의 전환이 요구된다는 점을 강조한다. Government bureaucracy often exercises enormous political power in the policy process, However control on it by elected officials is not effective enough to guarantee the responsiveness of bureaucratic activities. In fact bureaucracy has been condemned for unresponsiveness to people as well as political institutions such as legislature. These realities are a serious concern in a democratic political system. This study examines the relationship between bureaucracy and democracy in context of both theory and practice, and proposes various practical methods to control bureaucratic power. Basically, this study seeks a legitimate role of bureaucracy on the assumption that bureaucracy is a crucial component of social capital needed for solving social problems.
