Abstract
현재 국제정치학 이론계는 메타이론적 구성요소를 바탕으로 국제정치이론의 새로운 수립방향을 모색하고 있다. 그 가운데 존재론과 인식론의 우선성을 두고 진행되는 논쟁은 국제정치학 이론 전반에 큰 영향을 주고 있는다. 구성주의자 웬트는 과학적 실재론을 받아들여 인식론보다 존재론을 앞세워 이론화해야 한다고 주장한다. 인식론 우선론의 입장을 취할 경우 사회적 대상의 존재성을 상정할 수 없기 때문이다. 반면 경험론자들과 탈근대이론가들은 인식론 우선론의 입장에서 대상의 존재성을 상정할 수 없다고 본다. 이는 철학에서 실재론과 반실재론 논쟁, 경험론과 합리론 논쟁, 더 거슬러 올라가면 실재론과 명목론 논쟁으로 이어지며, 현대에는 지시이론의 형태로 재론되고 있다. 국제정치학에서도 국제정치 대상의 존재성은 매우 중요한 문제인데, 국가, 국제정치체제, 국제정치구조 등 많은 개념들이 관측불가능한 추상적 개념으로 이들이 실재하는가, 혹은 인식자의 인식행위에 따라 존재성이 결정되는가의 문제와 연결되기 때문이다. 엄존하는 국제정치구조가 존재한다면 이론화의 객관성이 보장되고 실천의 제약이 현실적이 되는 반면, 국제정치구조 등이 인식자의 인식행위에 의존하는 것이라면 이론화의 상호주관성이 주된 정초가 되며, 담론적 행동이 실제를 변화시킬 수 있다는 논리가 성립된다. 본 논문은 이 논쟁이 중요하기는 하지만 대립점을 잘못 설정하고 있기 때문에 새로운 관점에서 질문을 제기하고 이론화의 길을 모색하기를 주장한다. 이는 결국 성찰적 이론의 향후 발전 가능성과 연결된다. 성찰적 이론은 기존의 합리주의 이론을 비판하는 데에는 의미가 있었으나 그 자체로 경험적인 이론을 수립하는 데에는 한계를 보였다는 점이 지적되어 왔다. 본 논문은 성찰적이면서 경험적인 이론의 가능성을 현상학과 해석학의 인식론과 존재론에 근거하여 살펴보고 경험적 이론의 주요 명제들을 제시해 본다.
This article deals with an important debate regarding the priority of two meta-theoretical elements: ontology and epistemology. Constructivists such as Alexander Wendt, based on major arguments of the scientific realism, argues that the existence of important elements such as international political structure and state remain beyond controversy. Empiricism and post-modernism posit that representations and linguistic structures construct and frame the reality, thereby negating the possibility of the existence of the subject matter of international relations. Based on the importance of embodied cognition, and phenomenology of philosopher and sociologist such as Edmund Husserl and Alfred Schutz, this article argues that the debate dividing the ontology and epistemology is wrong-headed. Also it argues that we need to enhance theorists reflectivity and also the ability to build empirical theories which can evade the pitfalls of positivism in the field of International Relations.
