태국의 외교정책 비교 - 균형과 편승 사이에서 : A Comparative Study on Foreign Policies of Thailand

Abstract
이 논문은 근현대기 강대국들의 외부적 압력에 대응한 태국의 외교정책 노선을 균형과 편승의 두 가지 관점을 통해 비교·분석하는 데 주요 목적이 있다. 서구 열강에 의한 식민지 침탈기 태국은 동남아 대륙부 지역을 양분하여 지배한 영국과 프랑스 사이에서 영국과 동맹을 체결하고, 프랑스의 외압을 견제함으로써 자주적 독립을 유지할 수 있었다. 비록 태국은 영국과 프랑스의 다양한 요구 조건들을 수용함으로써 불평등한 조약관계를 맺고 절반에 가까운 영토를 잃었으나, 영국과 프랑스 두 강대국 사이에서 완충지대 역할을 수행하고 세력균형을 유지함으로써 독립을 보장받을 수 있었다. 반면 2차 세계대전 당시 태국은 동아시아 지역에서 새로운 강대국으로 부상한 일본의 태평양전쟁에 편승해 동맹관계를 맺고 일본의 동남아 진출을 보조함으로써 지속적으로 독립을 유지할 수 있었다. 비록 태국은 일본과의 공수동맹 체결로 군수지원 등 일본의 전쟁 수행을 돕고 연합국 측에 반대되는 입장에 놓이게 되었으나, 과거 영국과 프랑스에게 상실한 영토를 되찾는 등 자국의 이익을 도모할 수 있었다. 결과적으로 식민지 침탈기와 2차 세계대전 당시 태국은 각각 균형과 편승으로 구분되는 두 가지 외교정책 노선을 펼쳤으나, 이들 두 정책은 모두 강대국 사이에서 국가의 독립과 국익을 보장받기 위한 정책적 선택이었다.
The purpose of this study is to explore the Thailands foreign policies against strong powers external pressures in the period of modern and present, and to analyze these policies in the perspective of balance and bandwagon. In the colonial period by Western powers, Thailand could kept the sovereign rights and independence by allying with Britain and containing France between two strong powers, who divided and occupied the mainland of Southeast Asia. Although Thailand had entered into discriminatory relationship and lost nearly half of territory by admitting various demands of Britain and France, but had been guaranteed independence by making the buffer zone and maintaining the balance of power between two strong states. The other hand, in the period of World WarⅡ, Thailand could kept the independence by allying with Japan, who had been risen new strong power in East Asia and bandwagoning on the Japanese Great East Asian Co-prosperity. Although Thailand has been situated in opposite of the Allies by concluding the offensive and defensive treaty with Japan and supporting the Japanese military demands. but had taken back lost territories from Britain and France. In conclusion, in each period of colony and World WarⅡ, Thailands foreign policy lines were classified into balance and bandwagon, but these two styles of foreign policy all together had attained its policy objects as a policy choice for maintaining the sovereignty and independence among strong powers.
