무효투표의 원인에 대한 탐색적 연구: 제5~6회 지방선거를 중심으로

Abstract

이 논문의 목적은 최근 한국의 지방선거에서 나타났던 무효투표의 원인이 무엇인지를 밝히는데 있다. 분석은 5~6회 광역단체장선거에 초점을 두었으며, 중앙선관위와 통계청의 집합자료를 주로 사용하였다. 선거법과 실제 사례를 통해 알 수 있었던 것은 한국 선거의 개표과정에서 실수에 의한 무효표의 인정이 최소화되는 경향이 있다는 사실이다. 이와 관련해서 살펴 본 선관위의 기록은 무효표의 대다수가 의도성이 강한 무기표였음을 보여주었다. 집합자료 분석을 통해 논문이 발견한 것은 학력이 낮은 사람들이 많이 거주하는 지역, 농촌지역, 투표참여가 높은 지역, 후보 간 경쟁성이 높은 지역, 그리고 사퇴후보가 있는 지역에서 무효투표율이 높았다는 것이다. 이는 최근 지방선거에서 나타난 무효투표의 결정요인이 정보처리능력, 연고적 투표성향의 정도, 투표 참여에 대한 동원성, 선거경쟁성, 그리고 사퇴후보의 유무임을 말해준다. 이들은 모두 투표효능감과 연관되어 있기 때문에 분석 결과는 한국 유권자들의 무효투표가 주로 의도적인 것임을 다시 확인하고 있다.

This paper is an explorative study to find the causes of invalid voting that appeared in the Korean elections. The focus of analysis is on the 2010 and 2014 local elections, using aggregate data collected from National Election Commission and Statistics Korea. The finding of the analysis is that invalid voting was more likely to appear in lower-educated and rural areas, the areas of higher turnout rate and closer electoral race, and the constituencies where candidates withdrew. It is therefore informed that the determinants of invalid voting in Korea are cognitive skill, clientelistic voting behavior, closeness of electoral competition, and presence of candidate-withdrawal. Since these variables are related with electoral efficiency, such findings confirm that most of invalid voting by Korean voters was intentional rather than being mistaken.
