“Pais e Filhos para Sempre!” - Proposta dum Projeto de Intervenção de Promoção e Proteção de Crianças e Jovens em Risco para uma CPCJ da Região Centro

Abstract

A família como primeiro protetor e agente de socialização das crianças, deve responder às necessidades físicas, psicológicas, afetivas e sociais, proporcionando à criança e/ou jovem assistência, bem-estar, segurança, educação, formação, defendendo e promovendo sempre os seus direitos enquanto cidadãos. Contudo, quando a família não cumpre a sua função protetora e coloca a criança em situações de risco ou perigo, torna-se necessária a intervenção de outros agentes com obrigações e responsabilidades nessa área em diferentes momentos e com objetivos e tarefas diferentes. Neste âmbito, a atuação das entidades competentes em matéria da infância e juventude é assegurar a promoção, proteção e melhoria do desenvolvimento integral das crianças e jovens, intervindo junto delas e das suas famílias. O projeto de investigação partiu da análise documental da realidade das situações de risco/perigo sinalizadas e com processos de promoção e proteção ativos numa determinada Comissão de Proteção de Crianças e Jovens (CPCJ) na região Centro de Portugal, em 2018, descrevendo as situações de perigo da criança e/ou jovem e centrando-se sobre a caracterização processual das crianças, dos jovens e suas famílias. Após a avaliação diagnóstica, e com o objetivo de delinear um projeto de intervenção preventivo, analisou-se quais as problemáticas e temáticas emergentes, posteriormente definiram-se as estratégias de atuação, com o intuito de promover e proteger os direitos da criança e jovem e melhorar a qualidade do seu desenvolvimento e da sua família. Neste sentido, a construção do projeto de intervenção familiar psico-educativo destina-se às crianças, jovens e suas famílias, cuja problemática tem maior incidência na categoria da “negligência”. O projeto é constituído por doze sessões temáticas, nomeadamente, de avaliação diagnóstica, de gestão emocional, de ativação comportamental, de educação para a saúde e segurança, de direito da criança e da família, de psicoeducação, de pedagogia lúdica e, por fim, de revisão, manutenção de ganhos e avaliação com uma durabilidade prevista de 17 semanas por família.

In this context, the action of the entities responsible for children and youth is to ensure the promotion, protection and improvement of the integral development of children and youth, intervening with them and their families. In this context, the activities of the competent bodies in the field of childhood and youth is ensuring the promotion, protection and improvement of the integral development of children and young people, by approaching them and their families. The research project started from the documentary analysis of the reality of situations of risk/danger signs and with active protection and promotion processes in a specific Commission for the Protection of Children and Young people (CPCJ) in the central part of Portugal, in 2018, describing the situations of danger of children and young people and focusing on the procedural characterization of children, young people and their families. After the diagnostic evaluation and with the objective of outlining a preventive intervention project, which examined the problems and emerging themes and were defined the strategies in order to promote and protect the rights of the child and young person and improve the quality of your development and your family. In this sense, the construction of the psycho-educational family intervention project is aimed at children, young people and their families, whose problems have a greater incidence in the “neglect” category. The project consists of twelve thematic sessions, namely, diagnostic assessment, emotional management, behavioral activation, health and safety education, child and family law, psychoeducation, playful pedagogy and, finally, review, maintenance of gains and evaluation with an expected durability of 17 weeks per family.
