O Sistema integrado de Gestão do Ministério da Defesa Nacional e os novos desafios contabilisticos: emergência, implementação e desenvolvimento no Exército Português

Abstract

O Trabalho de Investigação Aplicada que se apresenta em seguida está subordinado ao tema: “O Sistema Integrado de Gestão do Ministério da Defesa Nacional e os novos desafios contabilísticos: emergência, implementação e desenvolvimento no Exército Português”. Com o aumento do controlo das contas públicas e a necessidade premente de existir uma adesão ao Regime de Administração Financeira do Estado, interligado a uma gestão mais eficaz e eficiente, bem como com a adoção do Plano Oficial de Contabilidade Pública, por parte de todos os organismos do Estado, onde se inclui o Exército Português, tornou-se imprescindível a criação um sistema informático que respeite todas essas regras. Juntando a todas estas necessidades impostas legalmente houve também a preocupação de se fazer uma atualização dos sistemas informáticos existentes, o que deu origem ao Sistema Integrado de Gestão. Este sistema representa um grande avanço a nível tecnológico por se tratar de um Enterprise Resource Planning que trabalha diferentes áreas essenciais, por forma a garantir um melhor aproveitamento de recursos financeiros, humanos e materiais, permitindo ao Exército reduzir as suas despesas no futuro. Por ser considerado um sistema a pensar no futuro, foi necessário fazer um estudo sobre o sistema por forma a perceber-se como tem decorrido a sua implementação ao longo dos tempos, dando origem à questão de investigação inicial: “Qual é o atual ponto de situação na implementação do SIG/MDN no Exército Português?” Para se conseguir obter a resposta a esta questão foram levantadas questões de investigação que nos conduziram à resposta à questão de investigação inicial. Para tal, foi utilizada a metodologia de investigação em Ciências Sociais e Humanas, conforme MarieFabienne Fortin e outros autores de referência, recolhendo-se a informação através de pesquisas documentais, bibliográficas, observações diretas, entrevistas exploratórias e inquéritos por entrevista. No final da investigação concluiu-se que este sistema apresenta ainda muitas lacunas em consequência de carências estruturais diversas na fase inicial do projeto.

Abstract The present research deals with: "The Integrated Management System of the Ministry of National Defense and the new accounting challenges: emergence, implementation and development in the Portuguese Army." With the increase in control of public accounts and the need to adhere to “The Rules of the State Financial Administration”, combined with more effective and efficient management coupled with the adoption of “The Official Public Accounting” by all state departments, of which the Portuguese Army is part, there is a requirement to create an Information Technology system that conforms to these two laws. In addition to these legal requirements there was also the need to make an upgrade of the existing systems, which gave rise to the Integrated Management System. As an Enterprise Resource Management this system represents a great technological advance that operates different essential areas for a better use of financial, human and material resources which will allow expenses to be cut down. As we are dealing with a system that was developed with the future in mind, there was the need for further research in order to understand how it has been implemented throughout time, hence the formulation of the main question for this research: "What is the current state of play in the implementation of “SIG/MDN” in the Portuguese Army?" In order to obtain the answer to this question we raised several other research questions that led us to the answer to the initial research question. For this purpose the research methodology of social sciences and humanities used was the same as used by Marie-Fabienne Fortin, which relies on collecting information through desk research, literature, direct observation, exploratory interviews and interview surveys. At the end of the research we found that due to the various structural deficiencies in the conception of the original system, there are still many flaws. However, all efforts have been made to implement this project in full, particularly in the area of logistics and human resources.
