Alargamento dos cursos profissionais às escolas secundárias em Portugal de 2004 a 2012: escolarização dos jovens e sucesso do ensino profissional

Abstract

Resumo A principal questão desta investigação é avaliar se o alargamento dos cursos profissionais às escolas secundárias contribuiu para aumentar a escolarização, diminuir o abandono e evitar o ingresso dos jovens na vida ativa sem a conclusão do ensino secundário. Observamos a variação da taxa real de escolarização e da taxa de abandono precoce de educação e formação, tentando perceber qual a relação entre estas variáveis. A segunda questão, é saber se este alargamento, ao retirar a exclusividade da oferta às escolas profissionais, prejudicou o sucesso até aí revelado pelo ensino profissional. Para tal, confrontamos as taxas de conclusão, taxas de empregabilidade e imagem que a direção das escolas tem sobre esta modalidade de ensino, das escolas secundárias e profissionais. Foi ainda analisado o modo de implementação desta medida, por poder condicionar os objetivos inicialmente estabelecidos. A análise foi suportada em dados recolhidos das estatísticas da educação e do inquérito por questionário remetido a todos os dirigentes de escolas com oferta de ensino profissional. A população envolvida é de 737 entidades e o número de respostas de 152, o que corresponde a 20.6% da população. Foram ainda realizadas sete entrevistas a dirigentes de escolas com oferta de ensino profissional. Este alargamento contribuiu para aumentar a escolarização dos jovens ao nível do secundário e evitar o abandono escolar, não obstante o efeito negativo sobre o ensino profissional.Abstract The main issue of this research is to assess if the extension of vocational courses at secondary schools contributed to increase the enrollment at the secondary level, prevent dropout and the entry into active life without high school graduation. We notice the change in real enrollment ratio and of the rate of early leavers from education and training, trying to understand the relation between these variables. The second issue, is to find out whether this extension, by removing the exclusivity of supply to professional schools, harmed success so far revealed by vocational education. This success is measured by comparing completion rates, employment rates and the image that the school management has on this type of education among secondary schools and vocational schools. We also made an analysis on how this measure has been implemented to be a potential determinant of the goals initially set. The analysis of the issues was supported by data collected from statistics from education and obtained through a questionnaire, sent to all heads of schools with vocational secondary education offers which involved 737 entities. We got 152 answers, which corresponds to 20.6% of the entities asked .Seven interviews were also held to the leaders of schools offering vocational education. This study allowed us to identify that offering professional courses in secondary schools has contributed to increase the enrollment of young people at secondary school level and prevent dropout, despite the negative effect on vocational education.
