Resumo: | RESUMO
Esta dissertação, realizada no âmbito do curso de Mestrado em Relações Internacionais, ministrado no Instituto Superior de Ciências Sociais e Políticas da Universidade Técnica de Lisboa, visa abordar o tema das Empresas Militares Privadas, nomeadamente investigando a sua influência crescente nos conflitos modernos e o efeito que esta ação tem junto dos diversos atores internacionais que interagem com estas empresas. Através deste estudo pretende-se caracterizar genericamente estas empresas, demonstrar como subiram ao poder durante os últimos anos até ocuparem a posição que hoje ocupam e, acima de tudo, quantificar o seu “peso” efetivo na atual balança das Relações Internacionais.
A principal hipótese em análise encontra-se na possibilidade de algumas Empresas Militares Privadas poderem estar a mudar o seu foco de atuação do simples negócio para a obtenção de objetivos politico-ideológicos concretos, podendo assim tornar-se forças políticas não-regulares.
A metodologia adotada durante a realização desta tese foi a análise qualitativa de fontes abertas, sendo de realçar as principais conclusões retiradas deste estudo:
Em primeiro lugar importa salientar o grande poder que estas empresas poderiam acumular sob circunstancias ideais e o seu potencial subversivo; e em segundo lugar o vazio legal em que atuam. ABSTRACT This thesis, fulfilled under the scope of the Master’s Degree in International Relations, lectured at the Superior Institute for Social and Political Sciences of the Lisbon Technical University approaches the theme of Private Military Companies, namely investigating their growing influence on modern conflicts and the effect this action has on the international actors who interact with these companies. Through this study we aim to generically characterize these companies, demonstrate how they rose to power in recent years until they reached the position they occupy today. And, above all, quantify their effective “weight” on the current scales of International Relations. The main hypothesis we will analyze lies in the possibility that some Private Military Companies might be changing their focus from simple business to the achievement of specific political-ideological goals, possibly becoming irregular political forces. The methodology adopted for the execution of this thesis was the qualitative analysis of open sources, with the need to highlight the main conclusions of this study: First it is important to highlight the great power these companies could amass under the right circumstances and their subversive potential; second it is important to highlight the legal vacuum where they operate. |
