Resumo: Esta dissertação tem como objectivo apresentar uma proposta de REABILITAÇÃO URBANA para a CIDADE do UÍGE antiga CARMONA, localizada em ANGOLA. Para que tal proposta tenha fundamento e faça sentido, torna-se necessária uma abreviada análise do contexto onde o projecto de desenho urbano será inserido. Portanto, de forma breve estuda-se e reflecte-se sobre o modelo arquitectónico e urbanístico das cidades coloniais angolanas e em concreto sobre Uíge. Actualmente, numa primeira perspectiva observa-se que esta cidade se encontra suja, degradada e confusa, mas com uma grande dinâmica entre a população e o espaço urbano pelo modo como circulam pelas ruas, dando-lhes vida, festa, alegria e interacção. Consequentemente, nada parece monótono e igual, neste espaço singular e com identidade. Na verdade trata-se de uma cidade colonial, de um período tardio, com edifícios próprios do mesmo que corresponde essencialmente à década de 60. Encontra-se bem conservada, insinuando-se como um “museu à escala real”, no que respeita à estrutura urbana base, onde se reconhece facilmente todo o seu traçado. Esta realidade contrasta com a aparente desorganização e degradação que a cidade apresenta no seu quotidiano, na forma como ao longo do tempo foi cuidada. Possivelmente, a falta de preocupação em relação à sua imagem, não é alheia às vivências dos seus habitantes que fruem de forma activa todo o espaço, como se tudo fosse de todos. Na procura por respeitar e preservar as particularidades deste lugar a proposta baseia-se na definição de medidas projetuais de desenho urbano para o centro de Uíge, no troço compreendido entre o parque da cidade (Praça da Independência) e a Praça do Governo Provincial (Praça de Lisboa ou Frente Norte). Estes dois elementos urbanos, são considerados marcantes, pelo que se pretende que possam vir a funcionar como os principais locais de estadia, de convívio, de encontro entre os cidadãos, criando um eixo de centralidade entre ambos. Em suma, esta dissertação apresenta algumas sugestões de reabilitação urbana, nomeadamente ao nível do edificado, materiais de construção ou distribuição das actividades, com relevo para o sector terciário (comércio e serviços) e para os espaços públicos.
This dissertation aims to present a proposal of URBAN RENEWAL for the city of UÍGE, old CARMONA, situated in ANGOLA. In order that this proposal has got a justification and makes sense, it becomes necessary a brief analysis of the context where the draft of urban design will be inserted. Thus fairly brief it is studied and reflected on the architectural and urban model of the Angolan colonial towns and in concrete on Uíge. Currently, a first perspective notes that this city is dirty, degraded and confused, but with a great dynamic between the population and the urban space by how they circulate through the streets, giving them life, celebration, joy and interaction. Consequently, nothing seems drab and equal, in this singular space, with its own identity. Actually, this is a colonial city, from a late period, with buildings from that time, which corresponds essentially to the Decade of 60. The town is well preserved, insinuating itself as a "full-scale Museum". However, this reality contrasts with the apparent or real clutter that the city provides. It is maintained with regard to the base structure of the city, where one can recognize easily all its track. Nevertheless, it is degraded and disorganized in how over time it was cared for. Possibly the lack of concern regarding the city’s appearance gives greater freedom to passers-by to live actively the entire space, as if everything belonged to everyone. In the search for the respect and preservation of the particularities of this place, the proposal is based on the definition of project measures of urban design for the centre of Uíge, in the stretch between the City Park (Independence Square) and the Provincial Government Square (Lisbon Square or Northern Front). These two urban elements will be considered vital, that is, it is intended that they will be connected with the identity of this city. It is envisioned that they may function as the main places of residence, conviviality, encounter between citizens, creating an axis of centrality. In sum, this dissertation presents some suggestions for the rehabilitation of the existing buildings, particularly at the level of the façades, building materials and distribution of the activities, with prominence to the tertiary sector (trade and services) and public spaces.
