Abstract:
Neben Italien, Griechenland und Polen ist Deutschland das am höchsten regulierte Land in Europa. Beim umfassenden Vergleich von 28 OECD-Staaten belegt Deutschland den 22. Platz. Vor allem im Bereich Bildung/Innovation und auf dem Arbeitsmarkt besteht großer Reformbedarf, denn hier wird nur der viertletzte beziehungsweise der letzte Platz erreicht. Vergleichsweise gute Mittelfeldpositionen besetzt Deutschland dagegen beim Kapital- und Produktmarkt sowie den allgemeinen Rahmenbedingungen mit zweimal Platz 14 und einmal Platz 15. Dies sind die zentralen Ergebnisse des bislang größten Regulierungsvergleichs des Instituts der deutschen Wirtschaft Köln, der auf Daten aus über 20 internationalen Studien und auf über 100 Variablen basiert und in dieser IW-Analyse erstmals vorgestellt wird. Damit das Ranking nachvollzogen werden kann, werden nicht nur die Struktur, die Methodik, die Datenbasis sowie die Aggregationsverfahren detailliert erläutert, sondern auch Einzelergebnisse vorgestellt wie beispielsweise ein Mitbestimmungsranking.

Germany is the fourth most highly regulated country in Europe, after Italy, Greece and Poland. A more comprehensive comparison of 28 OECD countries puts Germany in 22nd place. Thereby, reform is most necessary in the fields of education/innovation and in the labour market, where Germany ranks fourth from last and last respectively. By contrast, with two fourteenth places and one fifteenth position Germany achieves relatively good scores in the middle of the table for capital and product markets and for institutional conditions. These are the main conclusions reached by the largest-scale comparison of regulation ever carried out by the Cologne Institute for Business Research. Based on data from over 20 international studies and over one hundred variables, the full results are published in this IW Analysis for the first time. To make clear how the ranking was arrived at, detailed descriptions are given not only of the structure, methodology, data basis and aggregation procedure but also of the individual results, such as a co-determination rating, for example.
