O diretor de turma face à educação profissional integral e integrada ao ensino médio: sua intervenção para a melhoria da educação no estado do Ceará

Resumo
Esta pesquisa, que tem como propósito investigar como o papel do Diretor de Turma
face à Educação Profissional integral e integrada ao ensino médio pode contribuir para a
melhoria da educação no Estado do Ceará, está incluída na linha de investigação das políticas
educacionais.
Esta dissertação tem a pretensão de retratar uma pesquisa realizada em duas Escolas de
Educação Profissional da 3a. CREDE (Coordenadoria Regional de Desenvolvimento da
Educação), bem como, em uma vasta documentação que estuda a história e as legislações da
educação Cearense, que antecede o DT. Esta investigação teve como amostra, 80 alunos, 11
Diretores de Turma e 11 professores, que responderam a questionários, como também
professores que exercem cargos de chefia, em nível de escola, CREDE e Secretaria de
Educação, envolvidos com a execução das políticas públicas, que foram entrevistados.
Utilizamos como metodologia: quanto aos procedimentos metodológicos, pesquisas
bibliográfica, documental e empírica; quanto ao tipo de estudo, exploratório - descritivo.
O acervo documental e bibliográfico nos leva por uma viagem aos índices de fluxo
escolar e analfabetismo que, ao longo da história, para Ceará, tem sido um “calcanhar de
Aquiles” e motivo de muitas políticas, programas, projetos, tais como as Escolas de Educação
Profissional com a TESE (Tecnologia Empresarial Sócio Educacional) e o PDT (Projeto
Diretor de Turma), no Ceará. É prazeroso ainda, folhear algumas das legislações que cada
governo institui na busca por uma educação de qualidade. A pesquisa exploratória-descritiva
favorece o conhecimento acerca de como funciona o DT (assunto pouco explorado), que faz
parte da política da Educação Profissional de Ensino Médio do Ceará, EEEP (Escola Estadual
de Educação Profissional), qual a contribuição dessa junção para a melhoria dos resultados
acadêmicos internos e externos, assim como para a aproximação da família à escola, nossas
questões de pesquisa e suposições. Essa excursão de duração longa embevece o pesquisador ao
constatar que as funções do DT, segundo a opinião de todos os sujeitos da amostra, valida suas
suposições, embora ainda sejam necessários alguns ajustes no Projeto, algumas conquistas dos
Diretores de Turma e a melhoria nos resultados individuais dos alunos, referentes ao ingresso
na Universidade. Embora a média do ENEM (Exame Nacional de Ensino Médio) e SPAECE
(Sistema Permanente de Avaliação da Educação Básica do Ceará) de boa parte das EEEPs se
distancie das escolas regulares e apresente bons resultados no coletivo, o número de alunos
dessas instituições que adentram o nível superior não atinge ainda os 50%, havendo muito
ainda a conquistar.
The main purpose of the research undertaken here is to investigate how the part carried out by the Diretor de Turma (DT/ Class Director (CD)) in integral and integrated Professional Education may contribute towards the improvement of education in the state of Ceará, and it is included in the line of educational policies. This dissertation aims at portraying research developed in two Professional Education schools of the 3rd. CREDE (Coordenadoria Regional de Desenvolvimento da Educação/Regional Coordination for the Development of Education (RCDE)), as well as to present vast documentation in which studies of the history and laws of Ceará education can be found, that precedes CD. The research subjects of this dissertation were composed of 80 students, 11 Class Directors and 11 teachers who contributed with their answers through questionnaires, as well as teachers who hold leadership positions at school level, at the RCDE and at the Secretary of Education, all involved with the implementation of public policies, all of whom we interviewed. We use as methodology: regarding methodological procedures, bibliographical, documentary and empirical research; the type of study, exploratory-descriptive. The documentary patrimony led us on a journey to the school flow and illiteracy rates which, throughout history, for Ceará, has been an “Achilles heel” and reason for the implementation of many policies, programs and projects such as Professional Education Schools with TESE (Tecnologia Empresarial Sócio Educacional/Socio Educational Business Technology (SEBT)) and the PDT (Professor Diretor de Turma/Class Director Teacher (CDT)). It is also very pleasant to page through some of the laws each government institutes in their quest for quality education. Exploratory-descriptive research favors knowledge on how the CD (subject rarely explored) functions, which is a part of the Secondary Professional Education of Ceará EEEP (Escola Estadual de Educação Profissional/Professional Education State School (PESS)) holds, what contribution is there in such a connection for the improvement of internal and external academic results, as well as on how to bring the Family to be closer to the school, our research questions and assumptions. That long lasting excursion amazes the researcher when she realizes that the functions of the CD, according to the opinions presented by the research subjects validate her suppositions, although it is still necessary to make some adjustments to the Project, to some of the Class Directors’ efforts and to the improvement of individual students’ results regarding their access to University. Although the average ENEM (Exame Nacional de Ensino Médio / National High School Examination and SPAECE (Sistema Permanente de Avaliação da Educação Básica do Ceará / Permanent System of Evaluation of Basic Education of Ceará) notes of the better part of the PESS distances itself from that of regular schools and presentes good collective results, the number of students from those schools that access University level education is under 50%, thus there still being much ground to be conquered.
