Ferramentas de gestão em saúde : uma avaliação da implantação do sistema nacional de gestão da assistência farmacêutica no estado de Alagoas

A Assistência Farmacêutica tem evoluído ao longo do tempo e exige uma reorganização nas práticas de gestão. Considerando a experiência profissional e atuando em tal área no Estado, constatou-se que a Assistência Farmacêutica que vem sendo desenvolvida em Alagoas tem apresentado algumas dificuldades. Tendo em vista que foi adotado, em nível nacional, um Sistema Nacional de Gestão da Assistência Farmacêutica como ferramenta de gestão, surge o questionamento: “Quais as principais dificuldades encontradas na efetiva implantação e utilização do Sistema Nacional de Gestão da Assistência Farmacêutica como ferramenta de controle dos recursos financeiros investidos nos processos de aquisição e distribuição dos medicamentos? ” Para se responder ao questionamento inicial, definiu-se como objetivo o seguinte: avaliar os impactos da implantação do Sistema Nacional de Gestão da Assistência Farmacêutica no Estado de Alagoas como Ferramenta da Gestão. A fim de se alcançar a meta, optou-se por desenvolver como metodologia uma pesquisa em base qualitativa e quantitativa. Levando em conta os resultados obtidos após a pesquisa realizada com os 90 profissionais farmacêuticos do quadro efetivo dos distritos de saúde do Estado de Alagoas, foi possível constatar que a implantação do sistema HÓRUS no Estado tem contribuído para a adequada gestão do sistema farmacêutico, sobretudo no que se refere a uma melhor distribuição dos recursos financeiros para a aquisição dos medicamentos, atendendo uma maior quantidade de pessoas. Contudo, alguns problemas para a adequada implantação do sistema foram apontados pelos profissionais farmacêuticos entrevistados, dentre esses, cita-se o fato de o sistema não possuir uma aba com manual ou instruções – para resolver situações que ocorrem rotineiramente – e escassez de recursos humanos.
Pharmaceutical Assistance has evolved over time and requires a management practices organization. Whereas the professional experience and acting in such an area in Alagoas, it was found that the pharmaceutical assistance is being developed and has presented some difficulties. Observing what was adopted at national level of Pharmaceutical Care Management National System as a tool, arises the question: Which is the main difficulty encountered in effective deployment and use the Pharmaceutical Care Management National System as a tool for control of financial resources invested in the acquistion process and medicines distribution?" To respond that question, was defined as an objective: assess the impact over Pharmaceutical Care Management National System in Alagoas as a management tool. In order to achieve the goal, we chose to develop as a methodology, a research based on qualitative and quantitative aspects. Taking into account that results obtained after survey conducted with 90 pharmaceutical professionals in effective framework in health districts in Alagoas, it was possible to verify that the deployment of the Horus System has contributed to the proper management system, especially in which refers a better distribution of financial resources for the medications acquisition, to reach greater amount of people. However, some problems about the system proper implementation were pointed out by the pharmaceutical professionals interviewed, among these, cites the fact that the system does not have a tab with instructions explaining how to handle that - to resolve situations that occur routinely - and shortage of human resources.
