Architettura per il terzo fragile. I patrimoni di Pizzo Sella fra riuso sociale, sostenibilità civica e giustizia spaziale

The city of Palermo has the largest number of confiscated assets within Europe. The cases are about two thousand and make up an emblematic reality with respect to the factors of social and spa-tial fragility of those territories that are disputed between crime and justice. Among those cases stands out the iconic and unresolved story of Pizzo Sella. The research of which this article shares some insights therefore investigates the relationship be-tween the production of the architecture of the res publica and the contexts in which the concept of public is in need, in which the diversion from the law and the antagonism exercised by illegal forces are not a temporary aberration, but the rule, and they engage the modes of production of the con-structed forms. The article evokes the seminal moments concerning the story of Pizzo Sella, setting against the background of an endless clash between law and crime, the need for the architectural project as an unavoidable transformer of spaces and languages, without which the transition of con-fiscated assets to public commons is not complete. In parallel, the article shares some issues raised by this case, regarding a different awareness concerning such polysemic and flexible space operators as the notions of heritage and sustainability, while focusing on the limits of management and communication relating to confiscated assets in the Palermo area, as well about their impact on so-cial reuse, and ending with some operational propositions.

Il territorio palermitano è il primo in Europa per presenza di beni confiscati. I casi sono diverse migliaia e compongono una realtà emblematica rispetto ai fattori di fragilità sociali e spaziali dei ter-ritori contesi fra crimine e giustizia, in cui spicca la vicenda iconica e irrisolta di Pizzo Sella. La ricerca di cui quest’articolo restituisce alcuni risultati indaga quindi il rapporto fra la produzio-ne dell’architettura della res publica e i contesti in cui il concetto di Pubblico è in panne, in cui la diversione dalla legge e l’antagonismo esercitato da forze illegali non sono un’aberrazione tempora-nea, ma la regola, e lasciano tracce materiali sui modi di produzione delle forme costruite. L’articolo ripercorre i momenti salienti della vicenda di Pizzo Sella, situando sullo sfondo di uno scontro infinito fra diritto e delitto la necessità del progetto di architettura come insostituibile tra-sformatore di spazi e linguaggi, senza il quale la transizione dei beni confiscati a beni pubblici non può dirsi compiuta. In parallelo, si svolgono alcune riflessioni sollevate da questo caso circa l’ampliamento delle acce-zioni relative ad operatori spaziali polisemici e flessibili quali i concetti di patrimonio e di sostenibi-lità, mentre si evidenziano a corollario i limiti della gestione e della comunicazione relativa ai beni confiscati nel territorio palermitano, l’effetto che ciò ha sul riuso sociale, alcune ipotesi operative in conclusione.
