Access is restricted indefinitely. ----- 本论文为第一篇全面、系统地研究澳大利亚华人参政的著作。它在多元文化主义的理论框架下论述了澳大利亚华人参政的动力、过程、方式与成果。它既研究了广义的华人参政,即澳洲华人通过创办媒体、组织社团等方式参与澳洲政治;更重点研究狹义的华人参政,即澳洲华人作为选民参加选举和作为候选人参加议员或政府官员的竞选。本文也具体细微地考察了澳洲华人选民和政治领袖因为区域、经历和教育背景等方面的不同而表现出丰富多彩的政治意向和政治特色。通过对比澳洲华人在"白澳政策"时期和实行多元文化主义时期在政治上的不同命运,并参照海外华人在美、加地区和东南亚等地的参政经历,有力地证明海外华人对世界多元文化主义的形成作出了独特的贡献,而移民国家实行的多元文化主义政策,又为海外华人的广泛参政创造了不可多得的条件。本文还以上世纪末在澳大利亚成立的华人为主体的"团结党"的兴起为个案,深入细致地探讨了澳洲华人参加选举的甜酸苦辣和成敗得失。澳洲华人作为澳大利亚最主要的少数族群之一,其叁政的成果对澳大利亚政治、经济和文化诸方面的发展功不可没。在政治价值层面,本文对澳洲华人参政过程的论述与分析,显示世界多元文化主义的兴起是人类历史发展的大势所趋,是人类文明发展的一个新的标志。 This thesis is the first book length study on the Chinese Australians’ participation in politics in a systematic way. It provides an account and analysis of the driving forces, process, forms and achievements of the Chinese political participation in Australian politics under the theoretical framework of multiculturalism. Not only does it explore Chinese political participation in Australia as defined in a broad sense, shaping politics in Australia by way of political and social activities such as establishing media and forming mass organisations; but also focuses more on political participation in the strict sense, namely participation in political elections as a voter or candidate and the experience of holding public office. A case study of the rise of Unity Party has been conducted in the thesis to detail the joys and sorrows, success or failure, gain and loss of Chinese political participation in Australia. The major findings are as follows: the Chinese Australians are not monolithic but vary greatly in their political attitudes and opinions resulting from their different origins in terms of political geography, education and life experiences; the substantial differences in the political fate of Chinese Australians during the period of the “White Australia Policy” and period of Multiculturalism, as well as the similar experiences of overseas Chinese in America, Canada, Southeast Asia and other parts of the world, have convincingly demonstrated that overseas Chinese have made distinctive contributions to the formation of world multiculturalism, and the implementation of multiculturalism policy in return has created favourable conditions for the overseas Chinese to expand their political participation; as one of the most important minority groups, Chinese Australians have made indispensible contributions to the economic, political and cultural development in Australia; in the dimension of political values, the thesis has shown that the rise of multiculturalism is a new benchmark of achievements by human civilizations and represents the trend of future development.
