Abstract: "This paper will examine the effects of the interaction between the accountability relationships maintained by a nonprofit organization with the government (through a contract) and the community (through trust). While doing research for another study on capacity building in nonprofit organizations, I learned that organization leaders experience conflict between the rules of implementation of a specific government program and the needs of the community. I decided to examine this conflict further; the research question became 'how are trust relations between the public and an organization affected when contractual arrangements with the government become more strict?'"
