Abstract

This is the first comprehensive report derived from research/evaluation of Colombian health reforms. The action-research project aimed at strengthening governance and citizen engagement by developing a participatory process of public policy formulation based on evidence. The research process was able to identify accessible (but mostly ignored) evidence on relevant aspects dealing with quality and fragmentation of health services and resulting health outcomes. Lack of neutral, scientific evidence available to all actors including the scientific community and the media was evident, as was the notorious absence of qualified civil society representatives during the reform discussions in Congress.
