Abstract
Weak networks among institutions have serious implications for the effectiveness of national response to climate change. Cameroon has low adaptive capacity that is further constrained by weak linkages among government institutions nationally, and between different levels of government and communities. Civil society institutions and NGOs play a role in enhancing government capacity to respond, particularly in relation to new international policies on climate change and forest management. Because institutional linkages and coordinated multilevel responses enhance adaptive capacity across all boundaries of government, private sector and civil society, it becomes increasingly urgent to design appropriate institutions that can facilitate such linkages.
