Abstract
Activities focused on completion of the pilot studies identified in initial research, facilitation of a regional workshop to present the research, and drafting ICT policy recommendations. The report provides in depth review of research including findings such as: amateur Ham Radio as a viable ICT tool for disaster managers; efforts to establish PACTOR stations as part of a Regional PACTOR Network (PACTOR is a combination of two earlier digital modes: packet radio and Amateur Teleprinting Over Radio); portable GPS that can be effectively used at various stages in disaster management; and for earthquakes, community participation and empowerment is integral to disaster response.
