Abstract
Institutional and technical capacity is necessary for effective coordination and harmonisation of climate change policies, including poverty reduction strategies. The goal of the Southern African Development Community (SADC) Climate Change Programme (CCP) is to improve the SADC region’s resilience to impacts of climate change and to promote regional cooperation, integration and engagement at the international level. Fragmentation of climate change actions in various directorates, ministries and departments causes duplication of efforts and increases the difficulty of conducting effective evaluation of CCP actions. The SADC region comprises advanced developing countries like South Africa, and least developed countries such as Zimbabwe and Malawi.
