Abstract

One current shortcoming of National Transfer Accounts (NTA) estimates of labor income is that statistics do not include the value of time associated with childrearing and other at-home activities that do not produce market goods or services. As a consequence, women’s labor is not fully documented, and consumption and transfers of nonmarket goods and services are undervalued. Perhaps the most important generational feature of any economy is the resource flows between age groups that underlie the economic lifecycle. Education, pensions, and healthcare are important examples of public programs that transfer resources between age groups.
