O impacto da nova gestão pública nos profissionais académicos

Abstract

O surgimento da NGP tem proporcionado mudanças na organização e funcionamento das IES, em particular nos profissionais académicos. A recente revisão do estatuto da carreira docente, contribuiu para a reforma do ensino superior português, iniciado com o RJIES. Esta reforma foi desenvolvida sob a égide da NGP produzindo mudanças profundas nas concepções e nas práticas das instituições e dos académicos, desenvolve-se um ambiente de competição exacerbada ao nível inter-institucional e individual. As garantias tradicionais de autonomia pedagógica e científica, assim como a garantia de estabilidade na carreira são crescentemente ameaçadas por exercícios de avaliação meramente numéricos. Os profissionais autónomos, com poder colegial de decisão ao nível da definição das políticas e estratégias institucionais de investigação e ensino, estão em risco de serem transformados em “profissionais geridos”, quer internamente, submetidos aos objectivos das instituições, quer externamente através das pressões do Estado e do mercado. Desta forma, o sistema managerial tende a suplantar o espaço formalmente ocupado pelo sistema colegial, baseado na ideia de comunidade académica auto – regulada, tendo impacto não só nas estruturas de autoridade mas também na erosão do papel da colegialidade. Neste estudo pretendemos analisar a relação entre a Nova Gestão Pública e as condições de trabalho dos profissionais académicos, uma vez que a ideologia da NGP, introduziu nas instituições de ensino superior uma vasta gama de discursos provenientes do mundo empresarial que vinculam valores e práticas estranhas à cultura académica tradicional.

The emergence of New Public Management (NPM) has brought up changes in the organization and operation of Higher Education Institutions (HEIs), especially in the career of academic professionals. A recent review of the status of the Portuguese teaching career contributed to the higher education reform initiated by RJIES (Legal Regime of Tertiary Education Institutions). This reform was developed under the scope of NPM, producing deep changes in the conceptualizations and practices of institutions and professionals, contributing to the development of an environment of high competition at inter-institutional and individual levels. Traditional guarantees of pedagogical and scientific autonomy as well as assurance of stability in the career are increasingly threatened by purely numerical evaluation exercises. Autonomous professionals with collegial decision-making power in terms of definition of institutional policies and strategies of research and education are at risk of being turned into "managed professionals”, both internally, being submitted to the objectives of the institutions, and externally, through pressure by the state and the market. Thus, the managerial system tends to supplant the space formally occupied by the collegial system, based on the idea of a self-regulated academic community–. This fact has an impact not only on the structures of authority, but also on the erosion of the role of collegiality. This study aim‟s to analyze the relationship between the NPM and the working conditions of academic professionals. The ideology of NPM has been introducing in HEIs a wide range of discourses from the business sectors that tie together values and practices strange to the traditional academic culture. This research work is therefore intended to demonstrate what the impact of NPM on the traditional academic culture is.
