Abstract: Esta dissertação tem o objectivo principal a avaliação da implementação de Ecopontos Florestais na região do Entre Douro e Vouga (EDV). Na primeira parte da dissertação é feita uma revisão da literatura. É apresentado o estado de Portugal e da União Europeia no que respeita à produção de energia eléctrica, salientando em ambos a baixa relevância das energias renováveis no sector. São também apresentados os principais resultados dos dois últimos Inventários Florestais Nacionais (1995/98 e 2005/06), salientando que a floresta portuguesa ocupa cerca de 38% do território nacional, não mostrando este valor o potencial aproveitamento da fonte de energia da floresta – a biomassa. Existem apenas duas Centrais Termoeléctricas a biomassa dedicadas à produção de energia eléctrica, uma a laborar desde 1999 em Mortágua e outra a laborara desde 2007 em Vila Velha de Ródão. É apresentada o concurso para 15 novas centrais termoeléctricas dedicadas de Biomassa para que se atinjam as metas a atingir até 2010. A segunda parte da dissertação debruça-se no caso de estudo. Nesta parte é apresentada a caracterização da região EDV (Entre Douro e Vouga) e tudo o que está subjacente à implementação dos Ecopontos Florestais nesta região. É feita uma análise às emissões de CO2 subjacentes aos Ecopontos Florestais, mostrando-se viável este tipo de projecto, uma vez que se obteve um balanço negativo final de emissões de CO2. São evitadas cerca de 550 toneladas de CO2 de origem fóssil anuais pela não utilização de carvão, no caso de gás natural são evitadas cerca de 250 toneladas de CO2 de origem fóssil anuais e no caso do fuelóleo cerca de 470 toneladas de CO2 de origem fóssil anuais. São estudadas as freguesias de Ossela e de Carregosa do concelho de Oliveira de Azeméis, por serem as freguesias pioneiras em implementar um Ecoponto Florestal e por Carregosa ser a freguesia onde se localiza a Central Termoeléctrica de Biomassa. Foram feitos inquéritos em ambas as freguesias de modo a estudar, principalmente, o nível de informação da população relativamente à existência da Central no concelho e do Ecoponto Florestal na freguesia, e a sua pré-disposição para utilizar o Ecoponto Florestal. A freguesia de Ossela possui um baixo nível de informação sobre o Ecoponto Florestal e da Central Termoeléctrica de biomassa, sendo apenas cerca de 10%dos inquiridos que sabem da sua existência. Na freguesia de Carregosa o nível de informação à cerca do Ecoponto Florestal foi igualmente baixo; no que diz respeito à central termoeléctrica o cenário muda e os inquiridos mostraram um elevado nível de informação, sendo cerca de 90% os inquiridos que sabem da sua existência. Em ambas as freguesias, de um modo geral, os inquiridos mostraram-se disponíveis em utilizar o Ecoponto Florestal.
The main objective of this dissertation is to assess the implementation of Forest biomass recept-center in the EDV region (between the Douro and Vouga). The first part of the dissertation reviews the literature in the field, where the position of Portugal and the European Union regarding electric energy production is presented, highlighting the low impact of renewable energy sources in the energy sector. This includes the main findings of the last two portuguese National Forestry Inventories (1995/97 and 2005/06), which indicate that Portuguese forests occupy about 38% of the national territory, a percentage which does not reflect the potential energy source of forest – biomass. Currently, there is only two central biomass station dedicated energy production, one to work since 1999 in Mortágua and another work since 2007 in Vila Velha de Rodão. But, in 2006 a tender was launched for 15 new biomass power stations in order to achieve targets by 2010. The second part of the dissertation takes a case study approach, where the EDV region is characterised as well as the implementation of Forest biomass recept-center there. An analysis of CO2 emissions in Forest biomass recept-center is carried out; indicating that there is viability for this project as there was an overall negative balance of CO2 emissions. About 550 tonnes of CO2 emissions are avoided annually by the non-use of coal, 250 tonnes in the case of natural gas and 470 tonnes in the case of fuel oil. The parishes of Ossela and Carregosa in the country Oliveira de Azeméis were then studied more closely as they are pioneers in the implementation of Forest biomass recept-center as well as Carregosa, where the Central Biomass Station is located. Questionnaires in both parishes were given out to ascertain the level of information people had about the Central Biomass Station and Forest biomass recept-center and their willingness to use the latter. The findings from Ossela parish showed that the population has a low level of information both about Forest biomass recept-center and the Central Biomass Station, with only about 10% of respondents knowing of their existence. In the Carregosa parish the level of information about Forest biomass recept-center was also low. However, with regard to the station, the results were different with respondents showing a high level of information and about 90% knowing of its existence. In both parishes, respondents generally showed a willingness to use Forest biomass recept-center.
