In 1946-47, Britain experienced the worst winter since 1880 and the effects of the cold were heightened by fuel shortages. The drop in production was mainly due to a failure to recruit and retain miners in the industry, although additional manpower was recruited from Ireland and Poland. This 'TUC Declaration on the miners and the nation', issued at the 1947 TUC Congress, appealed to miners to raise output by reducing absenteeism, avoiding unofficial strikes and working additional hours. Coal remained rationed until 1958.
