Abstract
In the summer of 1983 the Department of Health and Human Services (DHHS) issued a second proposed rule designed to prevent hospitals from withholding food or medical care from handicapped infants. Strain, president of the American Academy of Pediatrics, describes two investigations conducted under the initial "Baby Doe" rule, before it was struck down in court. He maintains that the investigations had a detrimental impact on the care of other critically ill infants, and believes that the revised rule would have the same negative effect. Strain prefers the alternative of establishing hospital ethics committees to deal with difficult treatment decisions as they arise. (KIE abstract)
