Summary of Decision:
The Trustees of the Corcoran Gallery of Art and TR SW 2 LLC (the "Applicants") sought a permit to demolish the rear portions of the landmark Elizabeth G. Randall Junior High School. The Mayor's Agent approved the project as project of special merit. The Mayor's Agent released the Order in advance of the opinion because of the time-sensitive nature of the project that has not attracted substantial opposition.
Special Merit – Community Services:
Under the District of Columbia Historic Landmark and Historic District Protection Act's special merit provision, a project can demonstrate special merit by virtue of its "social and other benefits having a high priority for community services and specific features of land planning." The proposed project would construct a new museum of contemporary art, approximately 520 affordable and market-rate residential units, a restaurant, and retail/service and education space. The rear areas to be demolished are of lesser historic value and have suffered losses of integrity. The demolition of this area is also necessary to construct the proposed development. Because of the unique features of this project, the Mayor's Agent determined it was a project of special merit.
