This paper talks about the accuracy of a population census in respect of (a) the number of persons enumerated and (b) the characteristics of these persons, depends almost entirely on the degree to which obstacles are fore seen and methods devised to minimize their effects. Similar considerations apply in a housing census but the emphasis in this paper is on population censuses in practice, of course, complete coverage of population implies complete coverage of all the places in which people may be living even if the living quarters are not themselves recorded.
