In the Programme of Action for African Economic Recovery and Development, African countries committed themselves to providing the necessary framework for launching long term sustainable socioeconomic development and growth by implementing the policies and priorities detailed in Africa's Priority Programme for Economic Recovery, 1986-1990. These include: agricultural development; rehabilitation and development of sectors in support of agriculture; measures to combat the problems of drought and desertification; the development of human resources; and policy reforms. The following section presents information on the actions which have been taken by the African countries in these areas. It is based on analysis of the responses to the questionnaire sent to these countries in October 1990 and follow-up missions in January and February 1991. Forty six countries responded to the questionnaire, a much greater number than in previous surveys. The countries from which responses have not yet been received are: Liberia, Seychelles, Somalia and Sudan. The responding countries account for 94 per cent of the total population of the area surveyed.
