In the framework of the ongoing work of the secretariat in perspective studies for the region and on the occasion of the silver jubilee anniversary of the Economic Commission for Africa, this preliminary perspective study was prepared and presented to the ninth meeting of the ECA conference of ministers. The same meeting in its resolution No. 470(XVIII) attached, recommended the inclusion of the study in the agenda of the third session of the joint conference of African planners, statisticians and demographers to initiate further discussion as the study is intended to be updated every five years to serve as a tool for assessing the degree of implementation of the Lagos plan of action and the final act of Lagos.
