Abstract
Background: The publication of the 2018 National Defense Strategy and, subsequently, the tri-service "Cooperative Strategy for 21st Century Seapower," the Commandant of the Marine Corps' "Commandant's Planning Guidance," and the Chief of Naval Operation's "A Design for Maintaining Maritime Superiority" represent a significant shift away from the maritime services pursuing separate missions, largely focused on counter-terrorism and low intensity conflict operations, toward a single integrated force that is ready for competition and conflict with a peer competitor nation state. This fundamental change of focus has resulted in a similarly fundamental recon sideration of how naval forces gain comparative advantage over adversaries; how the services are organized, trained, and equipped; how an integrated naval force should campaign at the operational level of war; and how units should fight together at the tactical level of war. Accordingly, both the Navy and Marine Corps have begun re considering decade-old concepts such as Operational Maneuver from the Sea, Ship-to-Objective Maneuver, and Distributed Operation as well as creating entirely new warfighting concepts such as Distributed Maritime Operations, Littoral Operations in a Contested Environment, and Expeditionary Advance Base Operations. Refinement of these concepts, description of concept-required capabilities, assessments of emerging technologies' effectiveness in potential future conflicts, and the subsequent development of solutions are significant undertakings that will require a "whole of Navy-Marine Corps team" effort.
