| Abstrakt: | Diplomová práce pojednává o šíření neoliberálních reforem a jejich vlivu na nejnižší vrstvy obyvatel. Trvalý vzestup počtu uvězněných jde ruku v ruce s kriminalizací a penalizací nových forem jednání, jež se objevily jakou součást strategií členů společnosti, kteří jsou vytlačováni na okraj společnosti v důsledku sociálních a ekonomických změn. Snažím se zjistit, jaké jsou dopady neoliberálních ekonomických a sociálních reforem na nejnižší vrstvy obyvatel a jak jsou využívány motivy kriminalizace a penalizace urbánní marginality v politickém diskursu České republiky. Pro vysvětlení politických funkcí penálních institucí, jsem si zvolil dvě instituce: vězení a úřad práce. V části věnující se instituci vězení se zaměřuji na změnu skladby vězeňské populace a možným příčinám, které vedou k přeplnění věznic. V části pojednávající o instituci úřadu práce se věnuji sociálním reformám, které potvrzují přechod od systému distribuce sociálních dávek k systému zásluhovosti, ve vztahu k motivům kriminalizace a penalizace. |
| Abstrakt v dalším jazyce: | The main theme of this paper is the spreading of the neoliberal reforms. In the United States of America was seen an massive increase of the incarcerated population and this trend spreads to the members states of European Union. I attempted to answer two exploratory questions. Firstly what are the impacts of neoliberal economical and social reforms to the lowest classes of the population. Secondly how are used the motives of criminalization and penalization of urban marginality in the political discourse in the Czech Republic. In the case study of the Czech Republic I have chosen two institutions of a penal state: a prison and a labour office to show their functions. Although statistical data show, that crime rates are decreasing, the czech prisons are overcrowded. The number of prisoners increases on every level of imprisonment. In czech prisons it is nearly 50 % of prisoners with short-length of punishment. It confirms the crisis of punishment, not the crisis of prison. The rapid increase of indebted people reflected the composition of the prison population. To the prison get more and more homeless and unemployed people. These groups of people circulate in the prison system. It is caused by their indebtedness. Currently is imprisoned about 13 000 of second offenders. Within neoliberal downsizing of the state is a political legitimacy enhanced by the discourse of "saving" and "strong hand" againts the parasites in welfare system. On the other hand Drábek´s system represents good business for implementers of reform "solution". Another project (DONEZ) symbolizes the transformation of labour office into a penal institution, instead the institution of mediating jobs. In the context of neoliberal discourse downsizing the state is paradoxical, that bureaucratic expansion increases. Social reform confirms transition from welfare to workfare. Reform of this system represents the diffusion of disciplinary practices. Political representatives discovered "the remedy" againts problems in socially excluded areas and also againts petty criminality. It will be the central register of offenses. This measure is based on american template "law and order politics", which heads towards penalizing of urban marginality. State power authorities strengthen their legitimacy, their image is constructed as a protector of citizens. |
