Hegelův rukopis pojednává o problému statutu Svaté říše římské ve věku Francouzské revoluce. Hegel tvrdí, že stát může požadovat od svých občanů plnou a nevynucenou poslušnost pouze tehdy, spojil-li je nějakým společným projektem, s nímž se mohou svobodně identifikovat. Německo není státem, protože Němcům nenabízí společnou perspektivu a budoucnost.

Hegel's manuscript deals with the problem of the status of the status of the Holy Roman Empire in the age of the French Revolution. Hegels argues that only when a state has united its citizens in a common project with which they can freely identify themselves can it lay claim to their full and uncoerced allegiance. Germany is no longer a state, because it no longer constitutes such a common point of view for the Germans.
