Kapitola analyzuje Habermasovu knihu K ustavení Evropy a další texty, které se k ní vztahují. Zaměřuje se na ideu sdílené suverenity jak obecně, tak i v transnacionálním rámci, a hájí tuto ideu ve vztahu k myšlence absolutní suverenity. Poté poukazuje na důležitost nejen politické, ale také ekonomické demokracie, a ukazuje současný deficit solidarity.

The article analyses Habermas's essay on Europe's Constitution and his other related articles. It focuses on an idea of shared sovereignty in general and in the transnational framework, and defends the idea in relation to an idea of absolute sovereignty. Then, it stresses an importance of not only political democracy but also economic democracy. It shows the deficit of solidarity today.
