With over 7,000 islands, the Philippines has been faced with the need to solve problems that originate in the centralized bureaucracy. To this end, the Aquino administration introduced a drastic decentralized policy through the enactment of Local Government Code of 1991 that was also intended to function as a symbol of her democratized governance. This paper aims to discuss the effect of enforcement of the Code on local finance and regional development. For the local financial aspect, the author analyzed the local revenue data from the following three years: 1991 (a year before the enforcement of the code), 1995 (the period of transition) and 1999 (the period of turning point) from 78 provinces and Metro Manila. As for the regional development analysis, results of interview surveys conducted in 2005 in the northern Luzon provinces of Benguet and Ifugao were used. Based on the local revenue analyses, the following three results were revealed: 1) the substantial gain of local revenue, 2) the alleviation of disparity between Metro Manila and its outside areas, and 3) the decline of the proportion of own-source revenue to the total revenue. The third result indicates that the allocation of Internal Revenue from the national government still occupies a predominant position which may project the setback of independency of local government. According to the interview surveys, some local governments positively evaluated the transfer of decisive power of the execution order of prioritized infrastructure projects based on the actual situations and conditions including demands from local residents. On the other hand, since the local governments were given the responsibility to provide public services before gaining enough skills and knowledge for its execution, two different patterns were observed: some local governments such as Benguet province were able to accelerate the regional development by gaining flexibility while other local governments like Ifugao province unfortunately, stagnated their services due to insufficient skills. These differences were assumed to be created as the Code was enforced just a few months after its enactment and not enough preparation periods were given to the local governments, leading to the disruption of order within these governments. Insufficient support from the national government to transfer the responsibilities and implement skills as well as methods also caused new intergovernmental imbalance.
