Milan does not lack houses. From 2000 to 2004 31.000.000 cubic meters of dwellings have been realised. It would be enough for 200.000 inhabitants. Only houses for the poorest part of the population are lacking. Social houses in Milan were 100.000 at the end of the 70s, now they are no more than 40.000. The residential demand we can estimate for the territory of the municipality is roughly 50.000 dwellings. Considering an average composition (1/3 social housing, 1/3 social lease, 1/3 free market sale) able to provide the desirable economical solidity and social mixture, in order to realise the needed 50.000 units, it is necessary to produce 75.000 dwellings. We do not address the (crucial) questions involving the economical promoters, the financial tools, the contracts that regulate leases and assignations. We reduce the problem to a sheer matter of quantities and places: where to build such dwellings? And what will be the consequences for the city?
