Tasarım-yapım Proje Teslim Sisteminin Çok Boyutlu Olarak İncelenmesi Ve Değerlendirilmesi

Abstract

İnşaat sektöründe ihtiyaç duyulan tesislerin yapımında proje teslim sistemleri büyük önem taşımaktadır. Proje teslim sistemi türlerinden biri olan tasarım-yapım proje teslim sisteminin kullanımı son yıllarda hızlı bir şekilde artmaktadır. Tasarım-yapım proje teslim sistemi, mal sahibinin tasarım ve yapım hizmetleri için tek bir organizasyon/girişim ile sözleşme yaptığı bir proje teslim sistemidir. Bu proje teslim sisteminin operasyonel anlamda üç ayrı türü bulunmaktadır: (1) direkt tasarım-yapım proje teslim sistemi, (2) tasarım kriterli tasarım-yapım proje teslim sistemi ve (3) avan projesi olan tasarım-yapım proje teslim sistemi. Bu sistemin ana katılımcıları ise mal sahibi ve tasarım-yapım yüklenicisidir. Yapılmış olan çeşitli araştırmaların sonucunda elde edilen veriler incelendiğinde tasarım-yapım proje teslim sisteminin diğer proje teslim sistemi türlerine göre maliyet, zaman ve kalite unsurları açısından daha avantajlı olduğu belirlenmiştir. Ancak, tasarım-yapım proje teslim sistemi ile ilgili tecrübeye sahip olan uzmanların azlığı ve sistemi daha önce kullanmamış olanlar için karmaşık gelebilecek bir süreç yapısına sahip olması bu sistemin dezavantajları olarak görülebilir.

Project delivery systems have significant importance for the completion of a required facility in the construction industry. The use of design-build—which is a kind of project delivery system—has been increasing substantially over the last years. Design-build is a project delivery system in which the owner contracts with a single organization for design and construction services. Design-build has three operational variations: (1) direct design-build, (2) design ciriteria design-build, and (3) preliminary design design-build. The main parties of design-build are owner and design-builder. Design-build is more advantageous than other project delivery methods, in terms of cost, time and quality, according to the examination of the recent researchs data. However, the shortage of professionals who have experience in design-build process, and the complexity of the process for the staff who is not familiar with this method are disadvantages of design-build.
