摘要: 本論文研製之目的主要針對高科技廠先進救災設備配合緊急應變程序之研究。一般論及救災設備,主要以政府之消防單位為主。然而高科技廠成長速度快過救災單位,且更多新的化學物質與製程被使用或創造出來,使得高科技廠救災風險相對增加。在高科技廠投資成本屢創新高之際,對於安全亦愈加重視,更期望於災害發生時能以最快之速度控制災情。 本研究首先探討高科技廠自我救災能力,了解其災害原因、安全與防護、緊急變應組織與運作概況。其次探討高科技廠先進救災設備,研究其用途、效益與特性,分為火災搶救設備、氣化災處理設備、個人防護裝備等。為提升高科技廠消防戰力,規劃適合高科技廠救災之高效能化學消防車,包括高低壓幫浦滅火系統、泡沫系統、救災輔助系統、搭載之附屬裝備等。然後,以高科技廠較常發生之災害,主要為火災、氣體與液體化學物質洩漏,討論先進救災設備選用與配置,擬定緊急應變程序配合方案,將高科技廠先進救災設備融入其中,並探討對緊急應變程序產生之變化。 最後,以業界實務經驗,提出改善指導方針,全面提昇緊急應變訓練、改善救災方式與救災設備,供強化高科技廠緊急應變能力之參考,並希望能提升高科技廠房救災水準。
The purpose of the thesis is to study the advanced rescue equipments of high technical industry involve in emergency response procedure. Generally, the major rescue equipments are in the government’s fire protection departments. However, the high technical facilities are faster than government’s fire protection capacities. New chemicals and manufacturing process are used or created. So, the risk of rescuing high technical facilities is more dangerous. With the increase investments of the factory, the request of safety is more and more important. We hope to use the minimum time to control the condition when a disaster happens. At first, we studied the factory rescue capability by itself in high technical industry; understand the cause of disasters, safety and protection, the situation of emergency response organization and drill. Secondly, we discussed the advanced emergency response equipments in high technical industry, study the application, benefit and characteristics. The items of equipments are fire fighting equipments, gas & chemical handle equipments, and personal protect equipments, etc. For upgrade the fire fighting capacity of high technical factory, we planed the suitable high-tech chemical fire truck, including high-low pressure pump system, foam system, assisted rescue system, and arranged the auxiliary rescue equipments, etc. Then, we used the frequency disasters in high technical industry, fire disaster, gas and liquid chemical leakage, to draft the combinative programs of emergency response procedure. These procedure was contained the advanced rescue equipments of high technical industry. And, we discussed the chance of response procedure. Finally, base on realistic experiences; provide some guidelines for improvement, including total strength emergency response training, the progress of rescue equipments, etc.. The information may provide and strength the emergency response capability in high technical industry. Hopefully, these will bring some progress for upgrade the disaster rescue level.
