The paper presents a model for a stochastic assignment model with fixed demand. The presented model assumes that the system can be considered in steady-state (equilibrium) and that link capacity constraints are explicitly taken into account. This last assumption plays a relevant role when demand flow are large, so that capacity constraints could bind. The corresponding assignment model is able to deal with bottleneck and to consider the effect of capacity constraints on the propagation of traffic flows. The main advantage of the proposed model is that the presence of capacity constraints can be dealt with within the traffic equilibrium theory.
