In the past there was little incentive for hospital providers to monitor patient safety and resource utilization. Hospital systems were simply not receptive to concepts related to quality of care and process management. This has changed dramatically throughout the last century. National and international attention to quality problems such as substandard care, variations in care, and waiting times has made hospital management and medical specialists aware that the way hospital care is delivered needs to be reorganised.
