Resumo(s)O estudo sobre Políticas e Práticas de Diferenciação e Inclusão Curricular em Moçambique conferiu papel de destaque aos documentos reguladores, enquanto promotores da diferenciação e inclusão escolar, das crianças com necessidades educativas especiais, bem como nas conceções do professor como agente condutor, difusor e incentivador da educação inclusiva na sala de aula. É nesta sequência que se enquadra a problemática da investigação, traduzida na seguinte questão: De que modo é feita a diferenciação e inclusão das crianças com Necessidades Educativas Especiais ao longo das práticas pedagógicas dos professores de 5ª classe (2º Ciclo) na disciplina de Português do Ensino Básico de Moçambique? Em função deste problema, formulámos os seguintes objetivos: a)Averiguar a abordagem da educação inclusiva nos principais documentos normativos de educação e a inclusão das crianças com NEE no 2º Ciclo do Ensino Básico moçambicano. b) Identificar: as perceções dos professores do 2º ciclo do Ensino Básico moçambicano sobre a diferenciação Pedagógica enquanto meio de promoção da Inclusão Escolar. c) Identificar as estratégias usadas pelos professores para diferenciar e Incluir crianças com necessidades educativas especiais (NEE). d) Identificar os desafios e oportunidades que o Ensino Básico moçambicano coloca aos professores e à escola face a Diferenciação e Inclusão Escolar. Metodologicamente, a investigação foi conduzida pelo estudo de caso, efetuado nas províncias de Maputo e Maputo Cidade, nas escolas do Ensino Básico dos Distritos de Marracuene, Manhiça e Chamaculo. Para a recolha de dados, usámos as seguintes técnicas: entrevista (n=6) a professores do 2º ciclo do EB, Formadores (n=4) dos IFP‟s e Técnicos Pedagógicos (n=2) dos níveis macro e micro. Utilizámos, também a observação de aulas aos mesmos professores entrevistados e analisamos os seus discursos, as suas práticas, assim como a sua relação com os alunos. Na análise documental, centrámos a atenção para os principais documentos normativos do país e do setor educacional, nomeadamente: Lei do Sistema Nacional de Educação (a antiga e a revista); Política Nacional de Educação e Estratégias de Implementação; Plano Estratégico de Educação e Cultura 2006-2010/11; Plano Curricular do Ensino Básico; Regulamento Geral do Ensino Básico; Programa de Formação de Professores Primários, Regulamento Geral dos Institutos de Formação de Professores Primários; Programa e Manuais de Português do 2º ciclo do Ensino Básico e Orientações e Tarefas Escolares Obrigatórias. Em termos de resultados, a realização deste estudo empírico permitiu constatar que a legislação é clara quanto à necessidade da implementação do ensino inclusivo mas ainda não foram criadas condições materiais, financeiras e humanas (professores qualificados) para efetivo e pleno funcionamento no país. A educação inclusiva requer condições específicas, que atualmente o país não reúne, apesar dos esforços que o governo tem vindo a evidenciar.
The study on Policies and Practices of Differentiation and Inclusion Curricular in Mozambique checked out a prominence role to normative documents as promoters of differentiation and children's school inclusion with special educational needs, as well as in the teacher's conceptions as conductive agent, diffuser and motivator of the inclusive education in the classroom situation. It is in this field that the problem of the investigation has been framed as follow: How is the differentiation and the children's inclusion with Special Educational Needs is done along the Portuguese language teachers' practices in grad 5th (2nd Cycle) of the Mozambican Basic Education (EB)? From this problem we formulated the following objectives: a) To analyze the inclusive educational approach in the main normative documents of education and the children's inclusion with Special Educational Needs (NEE) in the 2nd Cycle of the Mozambican Basic Education. b) To identify the 2nd cycle teachers‟ perceptions of the Mozambican Basic Education about the Pedagogic differentiation as a way to promote the School Inclusion. c) To identify strategies used by the teachers to differentiate and include children with special educational needs (NEE). d) To identify the challenges and opportunities that the Mozambican Basic Education puts to teachers and to schools about Differentiation and School Inclusion. Methodologically, the investigation was driven through case study in some Basic Education schools from Maputo City and province, specifically in Marracuene, Manhiça and Chamaculo Districts. For data collections we used the following techniques: interview – in the sample of (n=6) teachers from 2nd Cycle of EB, (n=4) Trainers from Teacher Training Institute (IFP) and (n=2) Technicians from micro and macro levels. We also observed lessons to the interviewed teachers and we related their speeches with their practices as well as their relationship with students. In the documental analysis, we centered our attention to the main normative documents of the country in the field of education, namely: National System of Education (the old and the revised one); National Policy of Education and Strategies of Implementation; Strategic Plan of Education and Culture 2006-2010/11; Curriculum Plan of Basic Education, I General Regulation of Teacher Training Institutes; Portuguese Syllabus (2nd cycle) of EB; Orientations and School Obligatory Tasks. In terms of results, the accomplishment of this empiric study allowed us to verify that the legislation is clear as for the need of the implementation of the inclusive education. However, there is a huge lake of material, financial and human resources (qualified teachers) to cash up a full operation of the schools of the country. The Inclusive education requires specific conditions that currently the country doesn't have, in spite of efforts that the government has attempted to make.
