Abstract
The Treaty on European Union states that in its relations with the wider world, the EU is to promote the principles of peace, security, the protection of human rights, and the strict observance and the development of international law, as well as other values: peace and justice in shorthand. In this doctoral thesis, I consider whether and how the EU translates these principles of promoting peace and justice for human rights violations into policy and puts them into practice, particularly in societies in or emerging from conflict. I then consider the implications of these findings for our understanding of EU foreign policy.
