A expansão na Universidade Federal do Paraná e na Universidade Tecnológica Federal do Paraná, antes e depois da implantação do REUNI (Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais)

Resumo: No Brasil, a Educação Superior ainda pode ser considerada elitista, pois nem todos os que a procuram têm acesso a ela. Outro problema é que, historicamente, a expansão deste nível de Educação ocorreu principalmente pela via privada. Este crescimento, que pode ser considerado às avessas da necessidade da maior parte da população, foi favorecido por políticas públicas de diferentes governos. A proposta de expansão do setor público é uma política recente, já do século XXI. Com o intuito de promover a expansão da Educação Superior, bem como atender ao Plano Nacional de Educação (2001), o governo Lula elaborou e implantou diversas políticas públicas. No presente trabalho, foi tomado como objeto de estudos e análises o Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (REUNI), por se tratar do primeiro programa da história da Educação Superior voltado exclusivamente às universidades federais. Foi realizado um recorte, tomando-se como foco duas universidades federais do Paraná: a Universidade Federal (UFPR) e a Universidade Tecnológica Federal (UTFPR). Apesar deste Estado comportar, no momento, quatro universidades federais, essas foram escolhidas por participarem do programa há dois anos e por terem sua sede na cidade de Curitiba, facilitando a coleta de dados. Além disso, a Universidade Federal da Integração Latino-Americana (UNILA) e a Universidade Federal da Fronteira Sul (UFFS) ainda são muito recentes e estão em período de organização. Neste trabalho procurou-se expor o quadro apresentado pelas duas instituições antes da implantação do REUNI e os impactos desse programa nos dois primeiros anos de vigência. Abstract: In Brazil, Superior Education can still be considered elitist, for not all the applicants to Superior Education Schools succeed in getting an opportunity to continue their studies. Another fact is that historically, the expansion in this level of Education took place mainly in private schools.This grouth, which can be considered controry to the needs of the majority of the population, was favoured through public policies of differnt governments. The proposal of expansion in public schools is still new, this century (XXI). With the purpose of promoting Superior Education, as well as serving the needs of the National Plan of Education (2001) the President Lula Goverment developped and implanted several public policies. In this work, the object of studies and analises taken, was the Program of Support to Plans of Restructure and Expansion of the Federal Universities (REUNI), as this is the first program of the history of Superior Education which deals exclusively with the federal universities. The studies concentrate on two federal universities of Paraná the Federal University (UFPR) and the Federal University of Technology- Paraná (UTFPR).Although this State has four federal universities, the two Universities were chosen because they are already participating in this program for two years and also because they are located in Curitiba, this way facilitating the collection of the data. Furthermore, the Federal University of Latin-American Integration (UNILA) and the Federal university of the South Frontier (UFFS) are new scholls and they are still in their period of organization. In this study the main objective was to show the situation of the universities before the program of the REUNI had been implanted and the impact of this program in the first two years.
