A time-dependent diffusion convection model for the long term modulation of cosmic raysA model is developed which incorporates to first order the direct effects of the time dependent diffusive propagation of interstellar cosmic rays in a slowly changing interplanetary medium. The model provides a physical explanation for observed rigidity-dependent phase lags in modulated spectra (cosmic ray hysteresis). The average distance to the modulating boundary during the last solar cycle is estimated.
