In modern democracies, policy advice and policy analysis have a common path. Policy advice helps in analysing policy problems and providing public solutions. One major evolution is that policy advice –solicited by and offered to policy-makers– is instrumental. It is used to help countering a reduced policy analytical capacity of governments. Such a reduction of capacity results from the increasing complexity of policy problems and their solutions. The way policy advice supports policy analysis and policy-makers vary to the extent that it is expert advice, stakeholder advice, or a mix of both. The chapter describes the origin and the nature of AB in Belgium, as well as their evolution within the Flemish and the Walloon régions. The chapter explains the role of expertise in AB, and their influence.
